Research On The Optimization Of Government Functions In The Development Of Rural Tourism In Yangzhou

Rural tourism is a innovation-oriented tourism project,in which peasants are major recipients.Besides natural landscape and ecological agriculture,it is also based on traditional culture,folk houses with unique characteristics.Nowadays,we have seen an increasingly fast economic growth and a large-scale increase in national income,and the gap between life quality in China and that in western developed countries has been narrowed,which provides favorable condition for the development of rural tourism industry.At present,products of rural tourism have received enough attention and have gradually advanced to an international market.Despite the fact that there is a good momentum in rural tourism,several defects still exist in the process of development.With an effort to prevent the development of rural tourism from entering into the bottleneck period and keep its sustainable growth,the government should take macro-economic regulation,which is of vital importance and urgency.Making a combination of comparative analysis and theoretical analysis,this thesis is based on enormous research on government behavior in the field of rural tourism development from home and abroad and focuses on governmental functions.By virtues of researching and analyzing the performance of YangZhou municipal government in the process of rural tourism development,this thesis analyses the shortcomings of the government and the fundamental causes and draws a conclusion as well as puts forward some practical suggestions and measures that are anchored in optimizing governmental function.There are five chapters in this thesis.Chapter one focuses on the background of rural tourism development and the practical significance of the research.Also,the review of the rural tourism from home and abroad as well as the specific methods are included in the first chapter.Chapter two is mainly about the concept explanation and the theoretical basis of this research.And in Chapter three,the present situation of the development of rural tourism in Yang Zhou and the problems in the development and their causes are displayed.Chapter four does an analysis on the government operation and its characteristics of other countries.Relevant measures and advice to optimize governmental function are included in Chapter five.And in the end,summary of this thesis is made and the defects of the research are put forward.On the basis of global tourism concept,this thesis argues that the supply side should be the driving force to improve the supply quality and level and the development idea of "no optimization,no development and survival" should be permanently implemented.Several aspects that are concerned about optimizing governmental function are as follow:carry out scientific planning and promote the global tourism development of urban and rural coordination;encourage all-round investment and construction and improve the infrastructure of rural tourism;strengthen the protection of ecological environment and rural tourism resource and achieve sustainable development;promote multilateral cooperation and establish modern talent team for rural tourism;sort out the management system of rural tourism and develop industrial convergence;deepen tourism development and improve the supply standard of public products and service.
