Research On The Construction Of Science And Technology Policy System For Dalian Changxing Island Industrial Zone

With the Liaoning Coast Economic Belt Development Strategy being included into national strategy, Changxing Island Industrial Zone, as the core region on this belt, bears a compelling historical mission and responsibility to exemplify itself as a leader and booster during the development of the belt. Therefore, it is of important practical significance for the economic and social sustainable development of Changxing Island to build S&T policy system, greatly promote the construction of regional innovation system, enhance self innovation ability and use new and high technology to transform traditional industries.The paper builds the basic framework in science and technology policy system of Changxing island harbor industrial zone from two dimensions and four aspects based on its present situation and characteristics in economic, social and S&T development, policy comparison among the domestic economic and technological development zone and S&T policy theory. In the two dimensions, longitudinal dimension involves in the national, provincial and municipal level, and four aspects includes in input policy, running policy (research and development), output policy and achievements transformation policy of science and technology. Combining the characteristics of the initial period, we put forward the four main points of science and technology policy system construction of Changxing Island in the paper. The points include in making a comprehensive policy playing a leading role in science and technology development and three specific policies respectively about encouraging the establishment of R&D center, supporting to establish The paper offer some proposals for the four points about science and technology in order to provide references and uses for the initial construction for the science and technology system of Changxing island.
