The contribution of science and technology in economic growth has been confirmed,and the innovation ability gradually becomes the core factor of the competition between countries and regions.Since the reform and opening up,China’s government has also been focusing on the development of science and technology,and built the National High-tech Industrial Development Zone with Chinese characteristics,to enhance innovation ability and high-tech industry competitiveness,so as to realize the development better and faster.After nearly 30 years of development,the National High-tech Zone has become an important carrier of China’s innovation-driven development strategy.In recent years,however,some trends in the the construction process of national high-tech zone put forward higher request to the development of its own:first,the marginal effect of traditional factors of production to promote the technological progress in national high-tech zone has weakened;second is the rapid expansion of internal scale and the number of the national high-tech zone.These two aspects require breakthrough and improvement for the original institution of national high-tech zone,in order to stimulate greater innovation and vitality.Therefore,this article attempts to analyze the current situation of the internal institutional environment of the national high-tech zone from the two dimensions of the management system and the science and technology innovation policy,and verify the relationship between the innovation performance and them,in order to provides a new revelation of scientific operation and policy making.The main contents and conclusions of this paper are as follows:(1)The related theories and literature are reviewed and sorted out.On the one hand,through the review of the new institutional economics theory,the government intervention theory and the innovation theory,it confirms the important influence of the institutional factors on the S&T innovation and the feasibility of the institutional factors into the production function.On the other hand,after combing and reviewing literature,it found the institutional environmental factors in the regional innovation performance become the focus of the research at present,and generalized the quantitative method of institutional environment;the institutional environmental indicators of the national high-tech zone are often replaced by the environment of the city where they are located;the meaning of science and technology innovation policy and some types of policy evaluation methods are reviewed;summarized the research on management system of high-tech zones,and found some diversified research trends.All contents of research above are the foundations and study foothold of this article:they not only verify the important meaning of institutional factors in technological innovation and provide the relevant theoretical research methods,such as institutional environment measurement methods,policy quantitative methods and the production function model etc.,but also points out the shortages of the existing research,especially the missing in the high-tech zone.(2)Based on the contradiction between the theory research and the status of the national high-tech zone,this paper puts forward the three dimensions of the management system analysis of the high-tech zone from the existing literature,to furthest reflect the state of the national high-tech zones government agencies,the authority and the ability to obtain and co-ordinate the resources for the development.The article uses case study to analyze and compare management modes of Beijing Zhongguancun,Wuhan East Lake and Shanghai Zhangjiang national high-tech zones,and finds them differing in the three dimensions.As a result,there is a difference in the co-ordination and communication mechanism in solving the above contradictory.But they all focused on strengthen the communication with the central government,the decentralization of the authority and other innovative ways to obtain and coordinate innovative resources.This section content on the one hand,provides a reference experience for other national high-tech zones to optimize the management system.On the other hand,it also provides a basis for the quantifying analysis of the management system.(3)Use the policy bibliometrics method to research the intergovernmental relations in Zhongguancun Science Park.The authors tried to combine policy cooperation and policy reference networks to present the intergovernmental relations on the zone.First,mapped the cooperation network of Zhongguancun policy-makers in 2009-2015 to identify the core network nodes,and discussed the evolution of function of the core agencies in policy cooperation.At the same time,take the policy reference network as a supplementary to further analysis the reference relationship among core policy-making agencies.The results show that:jointly issued policy is the main form for vast majority of departments participating in the Zhongguancun governance with relatively fixed partners,however cross-level cooperation is less;administrative levels and functional fields of government departments can affect their function and the way how to work in the policy system.Therefore,this paper considered the administrative level and cooperation of policy-makers into the assignment criteria,in the process of scientific and technological innovation policy measurement.(4)On the basis of above research,the author tries to do a regression analysis of hi-tech zone’s management system,strength of policy,and performance.It is based on the date of 52 national hi-tech zones,aiming to find out the key institutional factors which influenced the high-tech zone’s innovation performance.The results showed that:firstly,on management system,the more municipal administrative privileges it has,the better its performance will be;nature of the management agency of the hi-tech zones and the subordinate relation of the zone and sub-parks have no significant effect on the performance.Secondy,the overall strength of science and technology innovation policy and national policy have significant positive correlation with innovation performance;the strength of provincial and municipal policy and policy in zone level have no significant correlation;but the zone with more cooperation of all the three levels has a better innovation performance.Thirdly,the three indicators variables of management system have a certain adjustment effect on the technological innovation policy and the innovation performance. |
