Currently, the economy competition of the world is becoming intense increasingly; countries and regions often appear an obvious characteristic of industrial agglomeration, while their economy and industry are developing. And these industries are becoming increasingly interdependent and affect the development of the world economy at the same time. The industrial agglomeration becomes a mainstream of the world development. Today, as a form of an industrial organization, the industrial clustering has become one of the world’s economic phenomenon, it is a magic weapon that countries and regions use to improve their competitiveness and their level of independent innovation, and maintain the regional competitive advantage in the international competition. The industrial agglomeration could bring many economic effects including the externality benefits, economies of scope, the system effect and relevance effect; these economic effects will eventually translate into a competitive advantage for industrial development. On one hand, the industrial clustering greatly enhances industrial innovation and industrial competitiveness. On the other hand, today, the trend of economic globalization is increasingly clear; the knowledge accumulation and knowledge innovation has become the mainstream of economic development. In order to seize the commanding heights of the international competitiveness, a country, whatever it is, developed or developing country, regards the development of high-tech content, high added value and the high competitiveness of high-tech industries as the most important industrial development, and constantly improves knowledge innovation system to remain invincible in the increasingly fierce international competition. Making a general survey of the development of the world’s high-tech industries, the high-tech industry appears a more prominent characteristic of gathering:various countries and regions of the world have appeared a number of high-tech zones, high-tech parks, where the governments regard high-tech enterprises as the main body, regard the innovation system as the driving force. With the trend of economic globalization, they have become a gorgeous landscape of world economy.Beijing, as the country’s political, economic and cultural center, in the course of the rapid development of the national high-tech industry, the high-tech industry also maintained rapid and steady development, while the overall size of the industry is rapidly expanding, there have been a number of high-Tec industry gathering area. But in these high-tech industry cluster development, there are still many problems. In addition, in the domestic point of view, the development of Beijing high-tech industry is in a leading position."Twelve Five" period, Beijing will continue to enhance the scale, quality and efficiency of the high-tech industry, will build Beijing into an leading zone for development of China’s high-tech industry,and an important staging ground for global high-tech industry cluster development.Based on the review of the high-technology industry related concept and the high-technology industry cluster correlation theory, this paper analyses the factor change which influences the high-technology industrial agglomeration comparing with the traditional industry, and then analyses the influence factor of the high-technology industrial agglomeration. Combined with Beijing’s high technology industry data, the paper constructs a influencing factor model of the high-technology industrial agglomeration, and performs a regression analysis to discuses the influence factors of the high-technology industrial agglomeration in Beijing. Thus it can provide a theoretical guidance to accelerate the development of Beijing high-technology industry agglomeration.The main content of this paper is divided into seven chapters. The first chapter is the introduction, mainly including the issues raising, the purpose and the significance of the study, the concept, the idea of the paper, the framework, innovation and insufficient. The second chapter is a review of the literatures. The author reviewed the main arguments of industrial agglomeration, especially the high-tech industrial agglomeration in the literatures, and then summarizes the research status. The third Chapter is about the knowledge production function model and its improvements. This section analyzes the characteristics of the high-tech industry, summarizes the key factors of the high-tech industries, and builds a model of influencing factors of the high-tech industry cluster. The forth Chapter is the analysis and conclusions based on knowledge production function, with Beijing as the sample. Combined with the data of Beijing’s high-tech industry the part uses the new knowledge production function model, and the uses regression analysis to make an empirical research. At the end this paper draws a empirical conclusion:the factors that impact the high-tech industry gathering in Beijing mainly include four aspects, the factors are sorted in order of importance, the knowledge spillovers environment, government support and participation, R&D capital stock, and gather of intellectual resources factors, which works combined with the other three factors. The fifth chapter is for policy suggestions. Mainly contra posing the above empirical analysis and conclusion, this part puts forward some policy suggestions to promote Beijing high-technology industrial agglomeration, including cultivating and improving the environment, which is good for knowledge overflowing, investment increasing in R&D capital, and human resource introducing, intellectual resources gathering, emphasis on the role of government, and strengthen the government’s support and participation.The innovations of this paper are mainly reflected in the object of study and the model construction:(1) the object of study. Regarding agglomeration body as a innovation system, this paper compares the high-technology industry with the traditional industry, and explores the different influencing factors between them through the investigation of the unique features of the high-technology industry.(2) the model construction of knowledge production function. In the knowledge production function model, some institutional or non-institutional factors are regarded as random variable factors to introduce into this model, and then an influencing factor model of the high-technology industrial agglomeration, which is more comprehensive, more in line with the actual, is established.
