China’s high-tech industry is developing rapidly, It play an important role in national economic development. high-tech developed so prosperous due to joint action of industrial clusters and knowledge spillovers. Therefore, the development of high-tech industrial clusters become the high-tech industry’s most successful models, While knowledge spillover become a key factor in the innovation and development of high-tech industry. So, what is the main driving factor that cause the high-tech industrial clusters gather; how do knowledge spillover effect clusters. What’s the range of knowledge spillover between clusters; Is it infinity overflow at any spaces and areas; how do the knowledge spillover effects economic and technological innovation of clusters. when these problems are solved, It will be more conducive to the development of high-tech industrial clusters, It also have scientific guidance value to local governments when they formulate high-tech industrial cluster’s development policy of science and technology and regional distribution of the high-tech industrial clusters.This paper studies the knowledge spillovers of high-tech industrial clusters in Zhejiang province. We select thirteen current mature high-tech Development Zone in Zhejiang province as the main object of study. knowledge spillovers is divided into within-cluster knowledge spillovers and inter-cluster knowledge spillovers for specific analysis. First, measure the size of two knowledge spillover of each zone from 2009 to 2010. Then compute thirteen high-tech industry cluster’s knowledge spillovers radius according to the radius formula, also draw out their knowledge of the radiation pattern. Finally, get on the empirical analysis, Establish the traditional fixed effects panel data model, Verify that the specific impact on the economic and technological innovation capability of clusters from knowledge spillovers.The data we research and analysis in this paper are from the science and technology department of Zhejiang Province. The data processing software which the article use are Matlab and Eviews. Final conclusions are:(1)high-tech industry cluster in coastal cities are driven mainly of diverse aggregation, inter-cluster knowledge spillovers is dominant. While high-tech industry cluster in inland cities are driven mainly of professional aggregation, within-cluster knowledge spillovers is dominant. (2)The range of knowledge radiation in Hangzhou, Shaoxing, Shangyu are most widely, knowledge can radiate to seven or more high-tech development zones in other cities. The ability of knowledge radiation in Wenzhou, Taizhou, Quzhou is weaker, these cities can not radiance any knowledge to other cities high-tech development Zone in Zhejiang Province. (3)diverse knowledge spillovers have a significant positive impact on the economic development of clusters, And professional knowledge spillovers have no significant effect on the cluster economy. diverse knowledge spillovers and professional knowledge spillovers both have significant positive effects on technological innovation.
