A Study On The Construction Of Performance Assessment System Of Gaoming Entry-exit Inspection And Quarantine Bureau

As an administrative law enforcement unit of concerning foreign affairs or foreignnationals, the Entry-exit Inspection and Quarantine Departments shoulder the sacred missionto protect the people’s health and regional economic development. The performanceassessment of Entry-exit Inspection and Quarantine Bureau should be guided by ScientificOutlook on Development, should take the government functions as the fundamental. Theperformance assessment aims to show the public the new image of the Entry-exit Inspectionand Quarantine Organs, through which to realize the public the effective supervision andrestraint of the system from the public, to form the benign interaction between the agency andthe public, and to force the agency to provide more high-quality and efficient services for thepublic. Hence, realizing and enhancing the public interest, improving the social satisfaction,promoting reasonable orientation of the Entry-exit Inspection and Quarantine Bureau function,and improving the civil servant quality of the Entry-exit Inspection and QuarantineDepartments, become the target selection of performance assessment of the Entry-exitInspection and Quarantine Bureau.Based on this, this paper carried out from the following four parts:The first part: introduction. In this part, Mainly introduces the background andsignificance of this research, the status of government performance assessment research athome and abroad, and the train of thought and research methods of this research, are mainlyintroduced. And the innovation place of the research is pointed out at last.The second part: theoretical and practical analysis of performance assessment of theEntry-Exit Inspection and Quarantine Bureau. First, concepts of government performance andgovernment performance assessment are defined. Government performance issue is analyzedfrom three theoretical perspectives of the management-by-objective theory, governmentperformance management theory, and service-oriented government theory. Then, performanceassessment problems of entry-exit inspection and quarantine institutions are analyzed on theview of idea, value orientation, and target selection. At last, the performance assessmentpractice of FDA of the United States and the Xiamen Entry-exit Inspection and QuarantineBureau is analyzed for reference by Gaoming Entry-exit Inspection and Quarantine Bureau.The third part: the status and the analysis of existing problems of the Gaoming Entry-exitInspection and Quarantine Bureau performance assessment. The current performanceassessment scheme of Gaoming Entry-exit Inspection and Quarantine Bureau is analyzed and its effect is achieved through investigation method. On the basis of the work, the existingproblems of Gaoming Entry-exit Inspection and Quarantine Bureau performance assessmentare concluded, and the causes of problems are briefly analyzed.The fourth part: the path choice of constructing Gaoming Entry-exit Inspection andQuarantine Bureau performance assessment system. On account of existing problems, theperformance assessment system of Gaoming Entry-exit Inspection and Quarantine Bureau isconstructed on aspects of the organization, assessment framework, indexes, implementation,grade and result application, and feedback and complaint, which is combined withmanagement-by-objective theory, government performance assessment theory andservice-oriented government theory, which draws lessons from the practice of FDA andXiamen Entry-exit Inspection and Quarantine Bureau performance assessment, and whichadheres to the idea, value orientation and target selection of the Entry-exit Inspection andQuarantine performance assessment.
