Research On Countermeasures Of Performance Appraisal Of Dalian Entry-Exit Inspection And Quarantine Bureau

As an administrative law enforcement unit of concerning foreign affairs or foreign nationals, the Entry-exit Inspection and Quarantine Departments shoulder the sacred mission to protect the people's health and regional economic development. How to improve the Inspection and Quarantine authorities, specially the inspection and quarantine institutions of public administration and public service performance, is important and urgent issues in front of the inspection and quarantine agencies.In this paper, based on the management-by-objective theory, the design of performance evaluation system is made combined with the performance appraisal situation of Dalian Entry-exit Inspection and Quarantine Bureau, and then put forward countermeasures and suggestions. The main body of the dissertation consists of four parts. Firstly, it is to introduce the background and significance of this research, the status of government performance appraisal research at home and abroad, and the train of thought and research methods of this research. Secondly, the current performance appraisal scheme of Dalian Entry-exit Inspection and Quarantine Bureau is analyzed and its effect is achieved through investigation method, and the existing problems of Dalian Entry-exit Inspection and Quarantine Bureau performance appraisal are concluded, and the causes of problems are briefly analyzed. Thirdly, based on the theoretical and practical analysis of performance appraisal of the Entry-exit Inspection and Quarantine Bureau, with the empirical approach of performance appraisal in FDA, Xiamen and Ningbo Entry-exit Inspection and Quarantine Bureau, it attempts to design the performance appraisal scheme of Dalian Entry-exit Inspection and Quarantine Bureau. Fourthly, it is to put forward targeted countermeasures and supporting measures on perfecting the performance appraisal system of Dalian Entry-exit Inspection and Quarantine Bureau, including changes of performance appraisal of ideas, to build the indexes which have the characteristics of Entry-exit Inspection and Quarantine bureau, to improving personal performance appraisal content, to strengthen the performance appraisal process management, which are through the ways of building a performance appraisal culture, establish a systematic assessment of the formation to a closed loop, and to improve the level of external evaluation using the modern technology.
