| With the influence of economic crisis in recent years, some international companies, such as MCI Worldcom, Bear Stearns Cos., Lehman Brothers Holdings Inc. were bankrupted or purchased. The queasy international financial situation gestated a new reformation. As a center tache of enterprise management system, financial management system determines the development and exists of enterprises.This thesis is based on agency theory and property right change theory, analyses the problem in Hunan Haili Group financial management system, like the over distributed financial right, loose management of financial personnel, weak management of budget, incompetent management of finance, blocked financial information and lack of supervision upon finance. The reasons of these problems are not-downright reformation of Hunan Haili Group, improper financial management at present, incomplete financial management system and not-high financial management consciousness.For all these problems and reasons this thesis gives suggestions as follow:first, set up the foundation of clear property right, to the differences of subsidiary companies, establish relative financial management system, strengthen centralized financial management system, optimize financial organization and financial decision-making system, reasonably distribute financial decision-making power. To Hunan Haili Group’s main subsidiary companies, it is to implement highly centralized control and management, shift the financial power to the parent company, and then extend the financial management to the subsidiary companies. Second, establish full financial management control system, optimize financial control system. Establish fullround budget management control system, information publishing and monitoring system, investment management system.
