President Xi Jinping's report pointed out at the 19 th CPC National Congress to deepen the reform of state-owned enterprise,the development goal of the state-owned enterprise should be to become stronger,do better and grow bigger in the new era.With the expanding of business scale and areas,financial management and control plays a more and more prominent role in securing the implement of development strategy for corporate group.In an economic environment with increasingly tough competition and rapid change,the scale effect and synergy effect can be fully exerted to enhance the core competence of corporate group only if effective measures are implemented.As the most significant part of group management and control,the construction and optimization of financial management and control is the crucial issue for corporate group to maintain sustainable development.Compared to foreign corporate groups,there is still a long way to go in terms of financial management and control for China's state-owned enterprise.At present,there still exists some problems in financial management and control status such as lack of supervision,goal discrepancy,and inefficiency of synergy effect.Hence,it is a demanding work for group companies to construct and optimize the financial control mode and system.Under the guidance of basic theory on financial management and control,the paper presents the concept,modes and factors of group financial control,as well as financial control system.The paper also introduces the development strategy of CECEP Solar Energy Co.,Ltd(hereinafter referred to as “the company”)and current situation of solar energy industry,and analyzes major problems existing in current financial control system of the company.With increasingly intensifying competition,expanding domestic and overseas market,enlarging installed capacity,numerous subsidiaries as well as increasing business matters,there are many factors that constraint not only integrated strategy and business synergy but also overall control efficiency and value realization of the corporate group.The paper analyzes major issues on financial management and control of the company.Based on field research,the paper puts forward optimized financial control system targeting on industry characteristics and development strategy of the company in terms of six aspects including: to apply centralized-biased mixed financial management pattern,to further optimize corporate governance structure of subsidiaries and specify right-liability-relation,to build accounting control systemwith financial sharing service mode,to enhance manager competency of the corporate headquarters,to construct high-level financial team with professional efficiency,to perfect assessment system by using Balanced Score Card.Therefore,the paper raises improvement direction and suggestions on overall financial control system.In order to effectively implement financial control system,there are five supporting measures to take including organization,information construction,corporate culture,internal control and audit supervision,communication and feedback as well as continuous improving and supporting measures.By means of constructing network platform through information technology and strengthening group financial control,the company's integrated development strategy can be realized through resource sharing and operation synergy among group members.The paper not only provides the company with innovative thoughts on financial management mode and system construction,but also can be used for reference to other counterparts.
