For a long time, the human resource development is one of the key issues in the development policy of Vietnam Communist Party and Government. Especially, The Party Congress Ⅷ determines "Promoting the human resource is the basic factor for the rapid and sustainable development and the human resource plays the decisive role in the socio-economic development". This opinion is always affirmed in the official instruments of the Congresses Ⅸ, Ⅹ, Ⅸ. Up to now, the quality of Vietnam human resource has gained the significant progress; the human resource development index is0.733ranking105/177nations.Among63provinces, cities of the whole country, Binh Dinh is the Central Southern Coastal Province under the Central Area’s key economic zone; its natural area:6.039,56km2, Average population:1.489.700persons, population density:247nguoi/km2; with11administrative units under the city, district and town.The economic growth rate in2006of Binh Dinh is11.96%. This number is12.5%in2007,10.94%in2008,7.96%in2009and rises to11.03%in2010. Total product in the area in2010is estimated to be9.401billion dong (compare to5.607billion dong in2005). The average GDP in5years is approximately10.9%; in which agriculture, forestry and fishing increase averagely7.2%, industry-construction increase15.4%and services increase11.6%. Average DPG per capital in2010reaches940USD (this number in2005is439USD). The number of people at working age is832.600people, accounting for55%of the total population. In5years, there have been16people with internal doctor’s degree,392internal masters,20abroad-trained masters,43professional level Ⅱ masters,140specialized doctors level Ⅰ,6427Bachelors,845college graduators,811vocational school graduators,75politic bachelors,433senior politics theory graduators,1834middle politics theory graduators. The province has supported the funding worth15.395million VND for training the human resource with high capacity; implemented treatment policy and attract the human resource with high capacity. The vocational work is enhanced. Currently, in the provincipal area, there are32bases of vocational training including2vocational colleges,03the vocational intermediate schools;9vocational centers and18bases of enterprises provided with the vocational training course. During2006-2010period, dao tao va boi duong nghe90.433turns of labors was trained and cultivated on the vocational work. At the end of2010, the whole province has299.796persons who are trained and cultivated on the vocational work, gaining the rate:36%.Although we have achieved positive results, the implementation of human resource training and development program period2006-2010still encounters some disadvantages:the training results, management, scientists, high technology, and skilful workers still have some limitation. In some location, the training sometimes does not match the plan and employment. The subsidy policy for the trainees and the policy of attracting the human resource of high qualification are still not effective. By2010, the secondary education universalization has not been achieved; the ratio of vocational trained labor is36%(whereas the target is50%).Originating from the above situation, it is realized that the human resource is one of the most important and decisive resources for the sustainable economic growth of one nation or one province. The issue on human resource development at each period becomes very urgent. To address the urgent matters of the theoretical and practical issues, the author proposes the solutions for the human resource development in Binh Dinh during2010-2015period such as:1. Enhance the awareness of committee authority level on the training and developing the human resource.2. Enhance the comprehensive education quality; absorb to implement popularizing the education at the secondary level.3. Enhance the quality, efficiency of planning and training the cadres.4. Enhance the forces of cadres, leaders, manager and civil servant.5. Train and attract the specialized cadres on the science, technology with the high capacity.6. Train the worker forces with high skill.7.Consolidate the system, enhance the quality of human resource.8. Get the mechanism of policy and finance to train and develop the human resource.
