| The research is based on the conceptions of the New Rural Construction and the Rural Infrastructure, as well as based on the Theory of Public Good and the New Public Service Theory, through applying the Literature Research and the Empirical Approach, to analysis the issue of the rural infrastructure’s investments in the new rural construction in Binh Phuoc Province of Viet Nam between2000and2012.Firstly analysis the existence of the issue’s natural condition, economic and social context, investments’condition between2000and2012with its effects. Then arising problems on insufficient and low quality of investments, lacking of guarding and coordination by mechanism, programs’and effective management mode’s lagging behind.Successively considering the objective causes of problems are that the low level of national economy and its monetization and Vietnamese Dong’s still out of the world monetary system, in addition, two wars’influences last, the population that need the support of subsidy are huge and production’s inefficiency are also reasons. The subjective causes are lacking proper mechanism for execution, bank system as well as other credit organization’s small scale and undeveloped manage net can not function as investment intermediaries to propel economic growth although their numeral expanding. Besides, the governments’investments’driving is insufficient and gaining less support, the defective and unbalance of trade policies and export-import management, another factor is the limited ability executive officers captured.Ultimately, the research deems that the approaches towards the issue’s improving are including the ideas’transformation of governments, completing mechanism of investments and supervising, strengthening the ability of social planning and attracting investments, propelling human resources’ exploiting and technology’s innovation, and keeping policies’coordination between central and local governments. |
