And the competition of the banking in the final analysis is the talented person’s competition, the importance of human resource management is becoming more and more obvious. Performance management is the key in the management of human resource. Scientific performance management is very important in the development of the enterprise. It can complete the organization’s strategic vision, enhance the enterprise’s management efficiency and competitiveness.Y Rural Commercial Bank’s aim is for the urban and rural, public service. With the development of the rural financial system reform and the acceleration of urbanization, Y Rural Commercial Bank face more and more business competition. Y Rural Commercial Bank’s domination was broken in the rural and suburban areas. It is facing unprecedented challenges and competition. In order to deal with these competition and challenges, Y Rural Commercial Bank conducted a series of reform, it become a preliminary in modern enterprise nature of the joint stock commercial bank. Because Y Rural Commercial Bank just for restructuring, it is still insufficient in human resources management. Especially, Y Rural Commercial Bank is still used the traditional mode of the performance management, this will seriously affect it’s development. Therefore,it is the research objective of this article to find out the performance management problem’s influence of Y rural commercial banks, and establish a reasonable performance management system.Based on performance and performance management theoryã€commercial bank industry characteristics and Y rural commercial bank’s actual situation through interviewsã€questionnaire survey, data analysis methods, some problems were found,such as performance management satisfaction, communication and feedback, performance appraisal result application, etc. Aiming at these problems, Y rural commercial banks performance management system is redesigned to form a complete performance management system.Innovation of this paper are for the special nature of commercial bank performance management, balanced scorecard assessment indexes will be made into the development indexes and the basic indexes; This paper design a indexes library for the different positions, it can extract from the target library to develop balanced scorecard indicators.The Balanced Scorecard is designed to simplify the procedure; Correlation performance index concept is also presented in this paper.
