| Endowment problem has become a focused problem in our social life. Farmers endowment are always the problems focused by the national and leaders of the country, which is related to hundreds of millions of farmers’ old age life in China. According to state statistics, From the statistics of national bureau, by November1,2010our country’s population has been1.3397billion in the sixth national census time up to November1,2010, our country’s population is1.3397billion, in which the rural population is674million, accounting for50.32%;60and older accounted for13%,65%of the old people which are in the rural areas. With the rapidity of rural aging process With the speeding up of the rural ageing and blurring of family endowment function gradually blurred, it is imperative for a set of scientific and reasonable system of rural society endowment insurance come on stage.China’s rural endowment insurance has been more than10years, and has a framework, but not perfect. Based on the investigation in Fangzi District, this paper combed the pilot work mechanism and achievements, and summarized, the good experience and practice as a view for other area. It tries to find out the problems existed in the pilot work and the improving suggestions in order to be used for reference in other areas across the country, and trying to find out a new characteristic rural pension insurance system, at current economic condition in Shandong province.This paper is divided into five parts. Part one expounds the background and significance, method and some innovations of the research etc. The second part describes related concepts and literature review. Part three analyses the operation mechanism and achievements in Fangzi District. The fourth part tries to find out the existing problems in the policy implementation by questionnaire investigation and study, and constructs the AHP hierarchical analysis model. Part five makes suggestion on how to perfect the new type of rural social pension insurance system. |
