Study On Emplementation Situation Of The New Rural Social Pension Insurance System

A thorough social security system is crucial to promote economic development and social progress, and maintain social order. Family planning policies that was implemented in the 1980 s lead to the present seriously tendency of aging population. In addition, with the acceleration of industrialization and urbanization in our country, the rural surplus labor force is gradually transferring to the city. So endowment problem, especially rural social endowment problem has become a social hot spot issue. This paper researches implementation situation of the new rural social pension insurance system and its influence factors through methods of combination of theoretical analysis and empirical analysis, then poses some suggestions to promote its healthy and sustainable development.Firstly, this paper begins with describing background and meaning of the study, then gives general introduction of the relevant study of foreign and domestic and has a clear content and methods of the study. After defining the relevant concepts and theories, the paper analyses its development history and present situation. To some extent the present new rural social pension insurance system alleviates rural pension problem and narrows the gap between urban and rural areas. Due to the late start of new rural social pension system and in consideration to the urban-rural dualistic structure, there being no ready-made model for reference, so inevitably a variety of problems will appear in the process of implementation. Government needs unceasingly to study experiences and lessons in practice and gradually to improve and complete the system.Secondly, according to the theoretical research of system development and evaluation of results of operating and taking farmers as the appraisal main body, this paper designs an evaluation index of the implementation results of the new rural social pension insurance system. Through data collection and field research, the paper studies the implementation situation of the new rural social pension insurance system and its influence factors from insurance status, degree of its protection and satisfaction these three aspects. It uses measurement of descriptive analysis and econometric analysis to analyze the importance of the various factors.Finally, in consideration to famers’ acceptance for the new rural social pension insurance as the precondition of existence and development of this system, this paper combines present problems of this system with empirical research of influence factors of its implementation situation to poses some suggestions for improving its implementation effect. And it is very important to improve this system and promote its sustainable development.
