Although the construction of China’s social security system is relatively large,but China’s rural social security is relatively weak, rural endowment is one of the mostimportant part. Since the household contract responsibility system in rural areas, on thebasis of the collective economy weakened, the establishment of rural social security offarmers’ social security function is weak, there are many issues, the core reason is thepension insurance institutionally design shortcomings. Therefore, the study of a new typeof Henan Province, rural social endowment insurance system, proposed reasonable andpractical theory, practical actual operation of the program and to develop in accordancewith the actual situation of the place, to ensure the smooth operation of the new ruralsocial pension insurance system has important social significance and practical value,which is not only related to the future of the old-age insurance system of life of manyfarmers in our province, the inevitable result is consistent with the economic level ofrural, in line with the state’s basic requirements for building a new countryside.First of all, according to the course of development of the social endowment insurance system, outside to the inside of the rural social security system has beendeveloped, implemented, reform of qualitative and quantitative analysis, trying to standon an objective point of view, the new rural social pension insurance system to conduct acomprehensive system analysis.Secondly, we study the current situation of the of Henan rural social pensioninsurance, and field research, analysis of influencing factors of its development, and thenproduced by a variety of factors and future trends, in accordance with the actual situationof the local solutions to the problem.Then set up some specific ideas for a new analysis of Henan Province, rural socialpension insurance system. It roughly divided into five parts: the financing channels, toimprove the value of capital, improve the social pension, family pension conditions,expand the coverage of old-age insurance, and comprehensively improve the pensionlevel. Especially the promotion of this insurance system in favor of rural senior citizensin retirement pension, is more conducive to the building of a harmonious society, statepension benefits for all farmers. Estimate of this system on the basis of this analysis,drawing on empirical models in Beijing, Guangzhou, Xinyang, Henan Province, ruralsocial endowment insurance system in the mode of financing the general idea: thecombination of personal accounts and co-ordinate the account accumulation mode;implementation of a wide range of needs in Henan Province,30%of the state, thecollective, the individual and combined with the existing20%and50%of the fundingscale and the financial support capability of Henan Province, collective subsidies ability,farmers’ per capita net income level, worknearly two decades farmers should pay howmuch, whether the ability to pay of the rural social endowment insurance in HenanProvince, and construction financing mode. Finally to solve the above problem, Henan Province, the new agricultural insurance asSun specific solutions to the measures in question, including: strengthen governmentlegislation, strongly support the industrial management of agriculture, increase farmers’income; innovative payment methods, allows the insured farmers with products or landto the pension insurance.
