The Impact Analysis On The Local Government Activity And Regional Industry Structuer Convergence

The transfer of rural surplus labor force has been the focus of research indevelopment economics. From Lewis-Ranis-Fei classical model to Jorgenson’s,Todaro’s neo-classical model, and to the Stark’s new labor transfer theory, Scholarshave done a lot of theoretical and empirical analysis on the factors that affect labormobility, demographic characteristics of labor mobility, the impact on nationaleconomies to the output and the input. Because of the existence of dual economicstructure in China, a number of China’s agricultural policy arrangements have becomea major obstacle to the transfer of surplus labor. From the perspective of developedcountries development process, the success of the transfer of surplus labor is related tothe smooth conversion of from the dual structure of economic to one yuan. Therefore,the focus of this paper is to analyze relations between the strength of the dual structureand labor transfer during the factors which impact the transfer of rural surplus laborforce, and to find solutions to the problem.In the theoretical part, the first analysis is the background of China’s dualeconomic structure’s formation and the changing phase of the duality of intensity, thenbased on Lewis-Ranis-Fei model the theoretical model is set up to analysis the factorsthat affect the labor force. In order to clarify the context of the transfer of rural surpluslabor, the article put the second section to state China’s historical stage of the transferof rural surplus labor force in details.In the empirical part, six representative explanatory variables are selected to beexplanatory variables for the size of the transfer of rural surplus labor quantitativeanalysis. Through the co-integration analysis, the error-correction model is establishedfinally to ensure regression analysis have economic significance.Lastly, according to the results of theoretical and empirical analysis, somemeasures are put forward for the promotion of China’s dual economic structuretransformation and the transfer of rural surplus labor force.
