Since the reform and opening up, China’s urbanization is accelerating.At the same time, the income gap between urban and rural areas become larger and larger, more and more rural labor migrate to the cities in search of works. However, in 2004 the Ministry of Labor and Social Security research found that "labor shortage" phenomenon is gradually emerging in the eastern city of China, and was intensified trend. This urban-rural income gap continues to expand while the scale of urban and rural labor mobility in some cities has decreased rather than increased, all realities are inconsistent with the Harris-Todaro model.Based on Todaro model, by introducing the utility function to build a new rural-urban labor migration equilibrium model, the household registration system and housing price factors into the analysis model, derived income gap between urban and rural labor movement is positively correlated unemployment, household discrimination and urban housing prices and the labor movement is negatively related propositions. Use panel data from 1998 to 2012 China’s 30 large and medium cities in empirical testing. The empirical results show that the income gap between urban and rural surplus labor mobility as the impact of the major "pull", its expanding trend will attract a large number of migrant workers migrant workers. The unemployment rate reflects the degree of difficulty of migrant workers into the city looking for work, and the labor movement is a negative correlation. Hukou discrimination weakening prompted a large number of rural labor transfer, for the city to provide a steady stream of labor. Urban housing prices on rural labor into cities hinder, inhibit the expansion of the scale of labor mobility. There were significant differences between the different areas of the city of East Midwest labor mobility scale factor. Therefore, we must co-ordinating urban and rural economic development and maintain stability in the labor market, accelerate the reform of the household registration system, inhibit urban housing prices, rational planning of regional economic development strategyprompting the urbanization of rural labor.
