Modern science and technology have been developed rapidly, knowledge-basedeconomy form is taking shape, socio-economic development of science and technologyhave become increasingly demanding, high-tech enterprises as an important symbol ofthe Knowledge Economy, showing an increasingly important position and role.High-tech enterprises have different characteristics with traditional enterprises, itsknowledge, talent, technology requirements, so has the knowledge to master high-techhuman resources is a key factor in its development and growth. In the process ofenterprise human resource management, mobility management is the most important,the most one link can not be ignored. Therefore, the establishment of a scientificevaluation methods and a reasonable risk control system, the flow of high-techenterprises to manage risk evaluation and control, prevent and control the movement ofpersons to manage risk, efforts to achieve sound management, sustainable and healthydevelopment, The high-tech enterprises to achieve the sound development of importantand positive significance.To solve this problem, This article established high-tech enterprises mobilitymanagement risk control process and the overall framework combined with the idea ofrisk management. Firstly we arranged related research and developments in domesticand foreign, determine the scope of the study of high-tech enterprises and high-techenterprises and their personnel characteristics.Secondly, the data collected through questionnaires, the use of factor analysismethod to improve the traditional index system to fit the actual operation of enterprises,optimize the management of risk assessment system is designed so that it can morecomprehensively and objectively reflect the real the theory of the risk profile ofhigh-tech enterprise mobility management, and analytic hierarchy process and fuzzycomprehensive evaluation method is applied to the evaluation model, from a theoreticalmodel to the specific targets of the operational, general high-tech enterprise mobilitymanagement risk assessment system.Finally, on the basis of game theory, risk management of high-tech enterprisemobility, external recruitment, staff training, leaving the management of three importantrisk factors to establish the game model, its in-depth analysis and discussion, theestablishment of the enterprise, employees maximize the benefits of a balanced modeland the optimal strategy, which proposed a mobility management risk control strategy suitable for high-tech enterprises, improve the performance of mobility management inorder to prevent the occurrence of risk or minimize risk of loss provide decision supportfor the high-tech enterprises to control the risk of mobility management, enablingenterprises to maximize the benefits and enhance the core competitiveness of high-techenterprises.
