Research On The Evaluation System With Chinese Characteristics Based On "Third-Party" Perspective

Technology evaluation is a complex systems engineering, and related to allaspects of knowledge, it is consisted by many independent and closely linked smallsystems in which each system has a lot of questions worth exploring. As technologycontinues to progress, science and technology evaluation as an important part oftechnology management subject attention from various fields, accelerate thetransformation of government functions, clear the main position of technologicalcommunity, and improve the evaluation system of Chinese characteristic, bulid“third-party” technology evaluation system is imminent. This paper makes a theoryreview of domestic and foreign scientific and technological evaluation system from amacro perspective, and contrast domestic and international science and technologyevaluation system, to explicit the shortage of china’s science and technologyevaluation over other countries’ science and technology evaluation. Combining worthlearning foreign experience, analysis and discussion of the framework of technologyevaluation system with Chinese characteristics and the “third party” scientific andtechnological evaluation system, and this has important theoretical and practicalsignificance for promoting the reform of China’s science and technology evaluation.This paper makes a systematic exposition and in-depth analysis focusing on thebuilding of technology evaluation system with Chinese characteristics on perspectiveof the “third party”. First of all, through review the status of domestic and foreignscientific and technological evaluation, explicit the experience of better technologyevaluation system in western developed countries, and find out the shortcomings anddeficiencies exist in china’s evaluation, such as organization and management system"dislocation"; insufficient role played by scientific community; institutionalized lackof evaluation activities; evaluation methods lack of diversity; the proliferation ofscientific and technological evaluation and the process is the lack of normative;outstanding credit issues; protection mechanisms of evaluation of are inadequate.Secondly, through the overview of the features of the scientific and technologicalcommunity, clear the functions and position of the science and technology societies inthe technology evaluation system, point out that the feasibility and necessity ofgovernment transfer some technology evaluation functions to scientific andtechnological society. And further build a "third party" Technology Evaluation System, deeply analysis the program design and institutional arrangements ofthird-party technology evaluation system for science and technology evaluation.Finally, Combined with the analysis of the results of the evaluation system withChinese characteristics, and Shandong Applied Statistics Institute build the“Technology Evaluation Center” as a case, build a pool of experts of Science andTechnology Evaluation Center in Applied Statistics field, and establish the evaluationindex system and evaluation model according to different evaluation object andpurpose using AHP statistics method, develop the processes and the correspondingsystem for the evaluation center, finally form a relatively complete set up program for“Science and Technology Evaluation Center”.Speed up the transformation of the role of government from “the athletes,coaches and referees” into “good coaches and referees”, clear the main function ofindividual evaluation performed in the science and technology evaluation, especiallyclear the part of the evaluation function undertaken by science and technologyassociations and social internediary organizations, will enhance the applicability andoperability of the third party “Technology Evaluation Center”.
