The Non-profit organizations to safe members’ interests, standard industry practices, and provide services for the fundamental purpose to protect fair competition in society society organizations, cooperative relationship between the government, the mutual beneficially style. Technology association as an important form of one of the non-profit organization in the academic exchange activities to promote the scientific community and to promote public participation in scientific research, has played an important role. However, in the science and technology community in the development process, due to the diversification of Science and Technology Societies and employing the duality (official staff and volunteers), most of the technology association exists internal governance issues, such as the lack of public interest, voluntary funds The problem of inadequate capacity, lack of talent, lack of social credibility, Honesty, restricting technological societies survive and grow and develop rapidly.Therefore, with the growing scale of the organization in order to ensure its efficient operation, and to strengthen the non-profit organization of volunteer service culture, nonprofit cultural integrity, building a culture of good organizational culture, common values in different regions, ethnic, nationality cultural background of staff to gather together, thus enhancing the scientific and technological community cohesion is necessary. But only play the humanistic culture of the organization to enhance cohesion between technology association members also unable to play members of the community volunteer work enthusiasm. This demand technology association in the day-to-day operations focus on the humanistic spirit should focus on internal governance issues. Economic system at home and abroad, corporate development background of science and technology is different also, domestic science and technology community diversity, foreign scholars on the study design or a third party appraisal institution performance evaluation system to use may not apply in the community of science and technology in China, it’s need to have a set of effective performance evaluation system suitable for China’s national conditions. Evaluation index system through the establishment of science and technology associations, objective and comprehensive technology community activities, work level, the development of the ability to do evaluation by empiric scientific and modern management to promote scientific and technological societies, institutionalized, standardized forward, while Technology Societies adjust Development Goals, scientific decision-making and improve the system of organization, to improve the organization and management, improve service quality, to communicate the social incentive oriented, normative, scientific diagnosis and feedback effects will play.This paper according to the academic institutions of science and technology community in China faces ZhengShe positioning chaos, voluntary failure, lack of function, lack of talent, the present situation of the operation efficiency is low, looking for analysis to explore the development path and the solution of existing problems, the research chooses the right evaluation method and index system, and make it different from enterprise and government performance evaluation. Indicators for performance evaluation of science and technology society of non-profit organization for the complexity and diversity of diversity, capacity, output, etc, through the analysis of the characteristics of performance evaluation method, select the apply to nonprofit organization of evaluation methods, such as the balanced scorecard, behavioral anchored rating evaluation method, target management and360degree performance evaluation method, etc. Cited the APC theory at the same time, from three aspects as accountability, performance, and organizational capabilities according to the three-dimensional evaluation model of three dimensional design model, integrated data selecting effective performance indicators system, determine the evaluation subject according to the weight, thus developed is suitable for the performance evaluation system of science and technology community in China.
