Research On The Third-party Evaluation System Of Guizhou Science And Technology Planning Project Management

Science and technology planning projects,as the main form of government investment in science and technology,are an important means for the government to allocate science and technology resources,guide the trend of science and technology research and development,and implement science and technology development plans.They play an active role in promoting scientific,technological progress and economic development,and enhancing comprehensive national strength.Applying for science and technology plan projects is one of the major channels to obtain funds to support innovation subject,therefore,the competition among innovation subjects around the application of science and technology projects is getting increasingly fierce.Due to the imperfect constraint mechanism,power rent-seeking,misappropriation of scientific research funds,falsification of research achievement are very difficult to get rid of,and science and technology plan management has become increasingly complicated.In order to improve the scientific and professional management of science and technology planning projects,and improve the objectivity and independence of the evaluation of science and technology planning projects,the third party evaluationsystem has been substantively explored and innovated from national science and technology planning projects to provincial science and technology planning projects.Guizhou province has also made a bold attempt to establish a third-party evaluation system for the management of science and technology planning projects.The operation effect of the current third-party evaluation system and the development plan of the next stage directly affect the effective implementation of the science and technology planning of Guizhou Province.In this paper,literature analysis and semi-structured interview are adopted to consult literature materials,select principals and staff of science and technology management departments and third-party evaluation institutions in Guizhou province for interviews and research,and summarize the operation status of the third-party evaluation system for science and technology planning projects in Guizhou Province.On the basis of the current situation,some obvious problems in the operation of the third-party evaluation system are found: first,there is no perfect third-party evaluation system;Second,the operation of the third-party evaluation system does no work smoothly;Third,the evaluation chain is not complete,which emphasizes project approval evaluation while ignores process management.Fourth,the assessment results are not applied adequately.By applying entrusting party-agent theory and project management theory to explore the causes of problems,specific reasonsinclude: first,lack of overall project management planning;Second,science and technology management departments and third-party evaluation agencies lack a deep understanding of the evaluation work.Third,the incentive mechanism cannot keep up with the lack of professional evaluation personnel,evaluation institutions,and the formation of a mature third-party evaluation market;Fourth,there is a gap between the original intention of the entrusting party and the effect of the agent's evaluation.This paper adopts qualitative text analysis and semi-structured interview,through practical investigation and literature review,suggestions on optimizing the third-party evaluation system of science and technology planning projects in Guizhou province are proposed.Firstly,the daily working mechanism of the third-party evaluation is not perfect;secondly,the development of the management mechanism to ensure the independence of the third party is relatively backward;thirdly,the scientific and reasonable incentive mechanism of the third-party evaluation institution is not established;fourthly,the application mechanism of the evaluation results is easy to be formalized.Through the research,the causes of the problems are explored,including: first,the ideological understanding and attention of the third-party evaluation are not high;second,the allocation of rights and responsibilities between the principal and agent is unreasonable;third,the incentive measures in theevaluation supply chain are relatively weak;fourth,the evaluation results do not match the actual demand.Through the text analysis and interview research,this paper puts forward the optimization suggestions of the third-party evaluation system of Guizhou science and technology plan project: first,establish and improve the normalized work system of the third-party evaluation;second,improve the management mechanism to enhance the independence of the third-party evaluation;third,build a scientific and reasonable third-party evaluation incentive mechanism;finally,improve the information resource sharing and evaluation system and mechanism of effect application.
