Research On Problems And Countermeasures In Constructing Basic Level Agricultural Sci-tech Extension Team

The content of this paper focuses on constructing basic level agricultural sci-tech extension team. The author takes Bengbu,Anhui for example, analysising the specific situation of Bengbu to find problems and resons of basic level agricultural extension team, At last, putting forward some countermeasures.From agricultural extension system of China, the system is relatively perfect, but in fact, the effect of agricultural extension in real life is not obvious. The reasons contain problems of system and government’attension, but the most important reason is the "person"; especially the all levels of executiver of agricultural extension.In our country the existence of problem is mainly manifested in the basic level, it is related to management and resources of basic levels. In this paper, Bengbu,Anhui province is a case.at present, the real situations of Bengbu agricultural extension team is:the small number of quantity, low specialization rate, and shortage of the high level of agricultural extender. The problems of Bengbu on agricultural extension team are:the management of agricultural extension team is confusing; personnel quality is difficult to adapt to the requirements of agricultural extension; agricultural extension funds are not rich; weakness of agricultural technology extension trends to be evident; extending method is backward, service effectiveness need to improve. The reasons of this problems are:current extending system is not enough attention to human resources development; the roles of agricultural extension team are ambiguous; benefit driving mechanism are not comprehensive; construction of rural information infrastructure is backward. On this point, it exsits many problems on basic level agricultural extension team, therefore, to solve these problems.it should analysis the causes of the problems deeply, based on this, countermeasures are put forward to solve the problems of agricultural technology extension team.They are:the government should play a dominant role; executing occupation qualification system; strengthening management mode reform; introduction of the target management; incentive mechanism application. Agricultural extension team is a special group, there are other problems more or less in the actual production of life, of course, there are many reasons, but from the reality of Bengbu area, finding out some main problems, some solving measures are put forward, to provide useful reference with a view in constructing basic level agricultural sci-tech extension team.
