It is manifest to find out that all the significant first documents of central government are concentrated in the issues of agriculture, farmer and rural area in successive years. Moreover, how to resolve the problems of the issues as well as establishing a new socialistic rural area with Chinese characteristics is being put into the essential place which refers to the institution of founding a wealthy and strong country. However, in the issues of agriculture, farmer and rural area, rural public products supply accounts for the vital section. In the year of2006, with the resolution of abolishing the agricultural tax which was announced by Premier Wen Jiabao in the Fourth Session of the Tenth National People’s Congress, Chinese farmers have got into "zero agricultural tax" era from then on. As a consequence, the tax burden of farmers is relieved on the one hand, and this resolution will put forward a more severe challenge to the effective supply of rural public products at the same time.As with the rapid development Chinese economic construction, people’s life is getting better and better, the life quality of individuals those who are residents in rural area has considerably rocketed up. As a result, this increase leads to a highly concerned from the vast number of farmers about the constant demands towards education, health care, social security, and etc., which objectively results in a larger extent of financial investment in rural public products supply.The proposal raised in the Sixth Plenary Session of the Sixteenth CPC Central Committee has referred to perfecting public financial institution, actualizing the equalization of public service gradually. This target coincides with the constant demands of public products supply from farmers, which means significantly in establishing a socialistic new rural area and socialistic harmonious society.Notwithstanding that a public financial system has been primarily established, there are also some problems along with it. Consequently, how to realize these problems and coming up with corresponding effective solutions afterwards make up of the main content of this dissertation.Researching on the financial guaranteed behavior of rural public products supply, is more effective to practice the Outlook of Scientific Development, and to meet the inevitable requirement of establishing a harmonious society under the policies of agriculture, farmer and rural area. A social circumstance could not be stable without establishment of new rural area, effect in supplying public products practically, and the strong guarantee of public finance. Unless the best of public finance is being made, the most effect of public products supply would hardly come true, nor will the harmonious and united development of entire society be actualized.This dissertation will endeavor on the basis of current information to bring out a macro frame attached to the background of economic development period which coincides with the requirements of Chinese market economy, throughout the discussion on Chinese rural public products system and financial institution. Last but not the least, this research will try to give some theoretical instructions on Chinese rural public products supplies and financial guarantees.
