| How to solve rural public products supply problems such as gross output insufficiency, structural unbalance, low-level development, still remains as an important research task which needs urgent study under the background of developing urban and rural as a whole and constructing new socialism countryside. It is of great importance practically and theoretically to choose this problem as the research topic of the MPA degree paper.This paper makes an deep and system research on the rural public products supply problems of our country at the current stage, by way of using fundamental theories of public administration, economics and finance, and by means of combining norm analyses with positive analyses.This paper includes three parts as follows:In the first part, some important concepts and arguments of rural public products supply are theoretically explained. The connotations and types of rural public supply are fixed. Its definition and patterns are discussed. The important meanings of its theory fundamentals and practices are issued.In the second part, the problems and causes of our country's rural public products supply at current stage are surveyed as a whole. Deep discussions and causes analyses are made into four parts: suppliers, supply gross, supply structure and supply quality.In the third part, policies on promotion of rural public products supply are systemically discussed. Ideas and measures are presented as five parts: supply theory renovation, supply system reform, supply policy-making optimization, supply channels broadening and supply legal system consummation.The innovation of the paper lies in two aspects: firstly on the research methods, this paper combines normal general research with positive individual case research. Secondly on the research conclusions, this paper tries to issue some innovative opinions which are as follows: taking the combination of "from top to bottom" and "from bottom to top" as the main policy-making method of rural public products at present historical stage, levying a specific rural construction tax or taking some portions out of current value-added tax and income tax which are for specific use for rural public products supply, consummating rural public products legislation, etc. |
