All-around open to outside and large-scale investment is the general trend to accelerate economic development and to adapt regional economic integration; it is also the success experience for region economy development. Tianjin Harbor Economic Area is one of the nine functional areas of Tianjin Binhai New Area, which carrying the task of driving Tianjin to the international port city, the north economic center, and the ecological city. TJLG Company, which is the main body of developing and constructing South Part of Tianjin Harbor Economic Area also assumed the capital attraction task. With increasingly competition, we must increase investment and guide more production factors if develop by strides.From the management point of view, investment is a complex open system, which is composed of talent, technology, resources, time, space, information and other elements. And it is an organic whole to achieve the specific project objectives. Target customer is the core in whole investment attracting process. The essence of investment is constant communicating and cooperating with our customers, so choosing target customer has a crucial impact on investment. In recent years, some of the areas cost much to attract capital, but the effect is not obvious. And it exposes problems as target customers insufficiently developed, low rate of project signed and bad implementation effect. But the system research on these issues is still relatively small, and the maneuverability should be improved.This paper relies on the southern region of Tianjin Harbor Economic Area, and it focuses on the research that investment target customer selection and investment strategy, which is based on the theory and research of investment attraction. The main contents include the following aspects:Descript the regional location, development and construction, especially the investment status, and then analyses the regional advantages and disadvantages. On this basis, especially do the research on investment target customer selection problem, establish the selection evaluation system from the industry and customer two levels; Refine the investment target customer selection process and method; Indentify the choice of target customer risk and analyze the preventions. In addition, combined with the situation in southern region of Tianjin Harbor Economic Area, we do the Empirical research on this area. Then put forward the strategy of capital attraction in our area. Through these research findings we will provide reference on capital attraction in southern region of Tianjin Harbor Economic Area.
