The development of modern city is now in a new political and economic environment. As digital city management springs up, it provides a new angle for the research of urban governance mechanism and shows us how to integrate resources inside and outside government in order to build a co-management framework.Urban Grid Management (UGM) is just the new governance model. It sets up a unified and shared city information platform, by which, barriers between government and the party or barriers among government departments are broken. Urban government begins to clear responsibility and improve efficiency, thus, an open, transparent and efficient government will rebuild. It’s an important reform on the way of thinking to include enterprises and the public into the link of urban governance.Grid Management-Group service in Zhoushan city(Zhejiang Province) aims at leading urban management innovation by innovation in the Grass-root Party, which not only broadens the scope of traditional UGM, but also enhances CCP foundation at grassroots level, as well as public participation. We can temporarily call Zhoushan model as the2nd-generation UGM because of CCP grassroots power filled in grids. Analysis on Zhoushan model is one of the biggest innovations of my paper.Below is the thesis structure:Chapter1is introduction. Chapter Two explores the basic model of UGM. Chapter Three introduces the innovative practice of Zhoushan in its UGM, and theoretically analyses its operating mechanism. Furthermore, this thesis makes a comparison between Docheng District Model and Zhoushan Model, thus summarizing the feature of the latter----with the Grass-root Party Construction guiding the innovation in UGM. This not only blazes a path in implementing UGM in small or medium-sized cities which lack resources, but also beacons the way to deepening UGM. |
