Chongqing Circular Economy Development Evaluation System And Empirical Research

The circular economy is a sustainable model of economic development. The development of circular economy is an important way to achieve environmental, economic, and social development. Chongqing as an important lever for the city of the western development strategy has achieved some success in the development of circular economy. Further development of circular economy has an important role in promoting strategic adjustment of economic structure in Chongqing, the optimization and upgrading of industrial structure, promoting the construction of the center of the upper reaches of the Yangtze River.This paper bases on economic and social theory, combined with many domestic and international researches on the development of circular economy evaluation, building evaluation system of the circulating levels of economic development in Chongqing. The research data comes from the2006-2010Chongqing Statistical Yearbook in order to circulate levels of economic development in Chongqing empirical research. At last we put forward some policy recommendations. In circulating levels of economic development evaluation system, this paper proposed five select principles of the indicators, constructed the indicator system consisting of a target layer, the four criteria layer, a total of16indicators, determined the use of circular economy development index comprehensive to evaluate the circulating levels of economic development. On the circular economy development index, the first using the analytic hierarchy process weight assignment, then the entropy method to determine the weights of the various indicators of the index layer, and finally with a linear weighted sum method to calculate the circular economy development index. The empirical results show that the steady increase in the levels of circular economic development in Chongqing, in2010to achieve a moderate level of development, but there are many factors restricting circular economic further development, such as irrational industrial structure, the circular economy backward technology market, the relevant laws system is imperfect.This article is divided into five parts. The first part is an introduction, including the basis of topics, significance, research methods and structure, innovation and inadequate; the second part is to explain the basic concept of circular economy, the theoretical foundation and basic principles of circular economy; third part is to construct the evaluation system of the circular economic development levels in Chongqing City; part Ⅳ, Empirical Analysis of circulating levels of economic development of Chongqing; fifth part, the proposed policy recommendations to promote the further development of recycling economy in Chongqing.
