Study On The Growth Drag Effect Of Construction Land In Economic Of Zhejiang Province

As China’s industrialization and urbanization has accelerated, the contradiction between supply and demand of construction land will be further highlighted with the implementation of the policy and urban development planning. The one hand, the construction land has played an important role in promoting economic growth in the stage of a early time of economic construction and rapidly of economic growth in China; the other hand, the construction land supply is relatively limited for the scale of the expansion of construction land is strictly controlled by the state, the use of construction land resources has a direct impact on the speed, quality and level of economic growth and development. Has the constraint of the land for construction become a constraint on economic growth obstacles? If it has, how deeply does the impact of the construction land of this constraint on economic growth? Studying on these issues and clarifying the impact of constraint of construction land in economic growth, will make a very significance to take control measures in local conditions to reduce growth drag effect of construction land in economic and to promote the sustainable development of resources, economic and social.This paper takes the Zhejiang Province and its11regional as study area, using production function of Cobb-Douglas (C-D) which has been simplified, resetting the hypothetical situation of "resource constraints" and deducing the model of "growth drag effect", measures and analysis deeply on growth drag effect of construction land in economic during1994to2008, the policy implications are put forward to ease the growth drag effect in economic on this basis. The main conclusions are as follows:(1) The value of the growth drag effect of construction land in economic had been calculated through the establishment of model of growth drag effect which based on the situation of construction land’s constraints of Zhejiang Province, and the annual real economic growth rate of secondary and tertiary industries was low0.611%than the previous year. It had confirmed that due to the rapid economic growth, the constraints of construction land had been the obstacles in restricting the economic growth of Zhejiang Province in some extent.(2) The value of growth drag effect of construction land of the11regions of Zhejiang Province overall a big differences, which distributed between0.2517%-1.7638%. The space difference of growth drag effect of construction land of the11regions were caused by the supply of regional construction land, supply of labor and the mode of economic growth, the intensity of fixed assets investment, the condition of location and some other factors, thus there is a certain deviation of the phenomenon on The value of growth drag effect and the level of economic development in these region.(3) The number of supply of construction land in Zhejiang Province is limited, and the phenomenon of the extensive use of construction land is still prevalent in various regions. The number of labor practitioners’growth rapidly by the migrant and mobile factors, and the intensity investment in fixed assets is still have space for improvement, the mode of economic growth is still a extensive growth.Thus the constraints of growth drag effect of construction land will be the obstacles in restricting the healthy and rapid development of the economic growth of Zhejiang Province in future.
