Study On The Growth Of Construction Land And Its Management

As an overpopulated developed country with seldom land resource, Japan achieved its economic aim and become the most developed country in Asia, just as for the land use and management, Japan accumulated abundant experience and left many historic lessons, which might be useful when dealing with similar situations in our country. After referring to many correlative papers, based on kinds of statistic dates, adopting methods of comparative analysis,scenario planning and graphology, this paper uses qualitative analysis as well as quantitative analysis to study the situation of Japanese construction land from 1963 to 2008. The study revealed the dynamic change of the total amount,structure, asset value and use intensity of construction land,then analyzed its driving mechanism in Japan,outlined its pattern as follows:(1) The growth of construction land has the long-term and staged representation;(2) The readjusetment of industrial srtuctres is important to structure-optimized of construction land use;(3) Exploiting Land-use intensity is the primary effective measures;(4) Effective policy is indispensable to scale regulation of construction land.On the other hand,this paper took Zhejiang Province for example,compared the growth of construction land with Japan, revealed the necessity and feasibility of scale regulation of construction land and intensive use in Zhejiang, judged the situation as follows:(1) As a whole,the situation of is serious;(2) The total quantity is enough, and potential of land-use intensity is enormous;(3) Construction land use is not sufficient, the structure is irrational;(4) The conditions of construction land control and intensive use are ripe, without delay. From the analysis above, the study made the following policy recommendations toward ZheJiang Province:(1) Adhere to the scale control of construction land and intensive long-term and short-term;(2) Strengthen land reform, fully exploit the existing construction land;(3)Take Economic crisis as an opportunity to accelerate the optimization and upgrading of industrial structure;(4)seize the opportunity of the national 12th Five-Year Plan, promote urban and rural urbanization;(6) Use economic instruments to guide the construction land use efficiently.
