Performance Evaluation Of Circular Agriculture Of New Rural Construction Provincial Demonstrative Of Yaan City

Cycle agriculture is the direction and trend of china’s agricultural development. Sichuan provincial party committee and provincial government at the end of2009, established a number of new rural construction provincial demonstrative province-wide in order to promote in-depth the development of circular agriculture in demonstrative. Two years of implementation, how about the performance and how to take a scientific, comprehensive, and accurate evaluation, which is the problem the government departments and academia are concerned about. However, all levels of governments evaluate the performance of the cycle agriculture development is still based on qualitative assessment, supplemented by quantitative assessment, do not have a more effective performance evaluation system for the demonstration site and assessment methods, it is difficult to measure the performance evaluation of cycle agriculture of new rural construction provincial demonstrative and its constraints scientific and comprehensively. Therefore, in order to exam the cycle agriculture development results, it is essential to establish a targeted circulation of agricultural performance evaluation system, and carry out the demonstration site circulation agricultural performance evaluation, has important theoretical and practical significance.In this paper, the theory of circular agriculture, regional growth pole theory, the agricultural areas of comparative advantage theory as a guide, it used analytic hierarchy process, Delphi method, Fuzzy comprehensive evaluation method, the obstacle analysis to carry out the Performance evaluation of circular agriculture of the Mingshan and Tianquan new rural construction provincial demonstrative of Yaan city. And analysised its constraints, then put forward to suggestions. The main contents include:(1) Research review on the circulation of agricultural at home and abroad, including the background and reasons of its’development, experience and the comparative study, the development mode, the index system, performance evaluation studies on circulation of agricultural etc.,and had a brief review, found a breakthrough in the study, and provided a guideline for reference.(2) Descriptive statistical analysis on the basic conditions for development of demonstrative cycle agriculturure, and the development status of it.(3) Combined with the agricultural actual development of two demonstration site established a more focused, emphasis on technical integration, cycle of agricultural performance evaluation index system, and used the analytic hierarchy process and the delphi method to determine the weights of the various indicators.(4) Combination of survey data and statistics, it evaluated the performance of cycle agriculture of the two demonstratives, had a brief analysis on its’ reasons, and detected the existing constraints by obstacle analysis, and analysised its strengths, weaknesses, laid the foundation for the proposed in this paper.Got the evaluation conclusions and suggestions on the basis of comprehensive analysis. Evaluation findings were:(1) Evaluation results of the Mingshan provincial demonstrative is the "general", the reason is that the economic and social development, resources recycling performed in general, resource reduction investment and resources and environment security performed better.(2) Evaluation results of Tianquan provincial demonstrative is "good", because the four aspects work of the economic and social development, investment in resource reduction, recycling of resources, the resources and the environment safe was smoothly implemented, the effect is relatively good, especially, the recycling of resources, resources and environment security were more prominent.(3) The two most important factors of restricting Mingshan and Tianquan provincial demonstrative cycle agriculturure development is the recycling of resources, resources and environment security. The suggestions are:to grasp the advantages and opportunities to improve regional competitiveness; multiple ways to overcome their own shortcomings; to establish a diversified incentive system; to establish the agricultural product quality safety and security system, etc.
