Performance Evaluation Of Provincial Demonstrative Of New Rural Construction In Chengdu

Agriculture development is slow and rural economic backwardness, farmers’living standards are not high, what problem the country has been needed to overcome for economic development. Since New China was founded, after half a century of development, the city’s economic development rapidly and has undergone great changes. However, rural development slow and lag behind urban, the development of economic with urban and rural is unbalanced. To accelerate rural development and improving farmers’lives, narrowing the gap between urban and rural need to use our wisdom to find the right approach. Currently, form the situation of China’s economic development, we have fully equipped industry nurturing agriculture and cities support rural conditions, it is the good time to build new farmers, developed agriculture and harmonious rural socialist of new countryside, we must do this make great efforts.Building a new socialist countryside is an important measure to accelerate the development of rural, it covers all aspects like political, economic, cultural and social, which is an important opportunity for rural development. This paper studied the new rural provincial demonstration piece is not only inherited but different from the new rural construction, is to further enhance the new rural construction. It requirements into pieces, overall and classification advance, the goal is to narrow the income gap between urban and rural areas, increase farmers income continue, and the first comprehensive well-off society. The main purpose of this study is through establishment of performance evaluation system, use of certain evaluation methods, analysis and evaluation of the first round of the new rural construction in Chengdu on how the provincial level after the end of the demonstration piece, and in what areas do better, in what there are still deficiencies need to be improved, for the further development of new rural provincial demonstrative provide some references.Based on existing research, analyzes related connotation and the corresponding theoretical foundation; introduced the basic situation of Chengdu, the provincial demonstrative new rural construction, the target, and a brief analysis of the development of the status; determine criteria of the performance evaluation, according to the actual situation and the previous studies for the new evaluation system, established the provincial demonstrative performance evaluation index system, then use of AHP and Delphi method to determine the level indicators and secondary indicators weight; according to the collected statistical data, use comprehensive evaluation method to calculate the composite score, then basis on scores conduct comparative analysis, the following conclusions:(1) After the first round of provincial new rural model piece, the overall level of construction of Chengdu is good, the highest composite score of overall progress is Wenjiang and part of progress is Pixian.(2) The level of provincial demonstrative construction is unbalance, and the gap is large.(3) From the specific subsystems, demonstrative achieved high in " clean and tidy village ", "production and development" to achieve a minimum living off, "living off ","rural civilization" and "managed democracy" to achieve a good degree.Finally, based on the analysis and conclusions of this paper, the following four suggestions:Improve the overall level of provincial demonstration piece construction, focusing on the balanced development of the provincial demonstrative; promote economic development and lay a good foundation for the construction of demonstrative; multi-channel to increase capital investment, guarantee the smooth construction of demonstrative; validly strengthen the weak links in the provincial demonstration piece construction to raise the overall level of construction.
