Study On Research On Problems In Building Of New Rural NEIJANG City Central

China is not only the most populous country, but also a major agricultural country, and it is of great significance for our country to effectively solve the rural problems, the problems of peasants, and the agricultural issues. For the past few years, the Party Central Committee and the State Council attached great importance to the problem of Three Rural Issues. Thus New rural reconstruction has become one of the most influential, potential and effective ways to solve such problem. There are317thousands of agricultural population in the downtown area of Central District of Neijiang City, which accounts for58.7%of the population size. Such area has become the only test site to balance urban and rural development in Central District of Neijiang City. Since2008, the New rural reconstruction has been carried out positively. Although we achieved a lot success, we still encountered many problems. According to the practical situation, finding out the root of the problem and further promoting the reconstruction of new rural is not only one of the significant tasks of current rural development, but also a necessity to a harmonious society.This article tries to study the theory of Sustainable Development, the application of the theory proposed by some famous scholars as Lewis and Todaro, basing on the research fruit of overseas and domestic scholars for rural construction. Furthermore, the article put forward some advices to promote the new rural reconstruction in Central District of Neijiang City to respond to the several problems exist in the process of socialistic new rural reconstruction.This paper argues that to further advance the new rural reconstruction in Central District of Neijiang City, we should keep improving the rural infrastructure, optimizing agricultural industry structure, increasing agricultural economic benefits; respecting the wishes of farmers, setting up them a subject consciousness; turning out new peasants, promoting their overall quality; building the agricultural development fund, intensifying the government policies guidance and support; perfecting the social security system, guarantying the quality of peasants’ life.
