Building a new socialist countryside is a complex arduous and long-term system engineering which needs not only the policy support and capital investment but also the talents guarantee, intellectual support and which requires not only high-degree and high-caliber outstanding talents, but also rural pragmatic talents with practical experience. Therefore, the issue concerning agriculture, countryside and farmers in particular the construction of rural pragmatic talents has attracted a lot of attention.Recently, the construction of new countryside mostly implements by government-leading model. The problems such as waiting, depending and begging widely exist in farmers because of neglecting the real needs of farmers. Meanwhile, their quality of modernization has not been improved. To build a new socialist countryside, the leading of new socialist farmers is must to be need. As is known that without new farmers, new countryside; without the modernization of peasant quality, modern agriculture and rural areas are not exist. Through the thorough investigation and study on the developing rural and constructing new rural, the most important thing is developing and using a batch of rural pragmatic talents who can adapt to the rural development. Therefore, the study of building rural pragmatic talents has important theoretical significance and practical value.It was investigated that Neijiang city, the center of Chengdu and Chongqin and an important transport hub in southwest China has been established talents team construction policy system in recent years, and total amount of personnel increased year by year. But on the talents team structure of Neijiang City currently, among402326personnel of all fields, rural practical talents have a total number of136512which accounted for33.94%. Based on the academic perspective,117751people have the junior middle school and the following degree, accounting for86.26%, and3837people have the college degree or above which occupied for2.81%. However, in total, the quality of personnel from the overall prospect is not high. Some shortages, such as less total amount, structural imbalance, low quality of talents team and a large gap satisfying the demand of building a new socialist countryside have been exposed. The reason may be the serious loss of talents, lack of government investment and technical training, poor management mechanism, inadequate incentives, and so on.Based on the scientific developmental theory, human capital investment, scientific talents, and motivation, and learn from the advanced experience, some countermeasures and suggestions for Neijiang local rural practical talents, such as strengthening "talents help farmers" ideas, clearing the thinking of team construction, reinforcing personnel education and training, optimizing talents developing environment, innovating the introduction of talents, refine talents evaluation, stimulating talents creativity, ensuring humanistic organizational guarantee was put forwarded. More rural pragmatic talents were cultivated to promote the new countryside construction of Neijiang city by the help of these initiatives. At the same time, the research theory of the construction of rural pragmatic talents in the rural areas of our country was enriched, especially in the western region; on the other hand, more experience for the cultivation and management of the human resources in the process of construction of a new countryside in China was provided which maybe promote the integration of urban and rural areas, and accelerate the sustainable development of "agriculture, rural areas, and farmers".
