| China's rural land is being carried out with far-reaching great changes.The Agricultural Land Property Right System reform is one of the most remarkable chapters in the world.This reform is based on collective ownership,family contracting,multi-operation,and conforms to the willingness of peasants to retain land contract right and transfer land management rights.The reform constantly explores the effective realization form of "separation of powers" of ownership,contract right and management right.It not only has promoted the major theoretical innovation of the agricultural land property right system,but also broken out the strong performance vision in the intensification,specialization,organization and socialization of agricultural production and management.Neijiang City Central District is both the national rural reform pilot area and the Sichuan urban and rural reform pilot area.The model of "voluntary change of the masses;the masses change independently;mass self–government”," Equity ownership of rural land,shareholding of collective assets,capitalization of rural resources” and the agricultural BOT and other national decision-making created by Central District firstly are recognized and admitted by the government.At the same time,it also exposes that the difficult issues such as the scale of resource assets is not high,the operational assets market operation is not excellent,that the non-operation reform security is not strong,especially the lack of convincing agricultural production accuracy measurement,that the agricultural land reform in the end line does not work,gifted or worse.Based on the current situation of Neijiang City Central District,according to the thinking of "asking the problem-analyzing the problem-solving the problem",this paper studies the construction of the reform cost of the agricultural land property right system in Neijiang City-earnings-performance evaluation system comprehensively.In the first and second part of this paper,the concept,theory and literature review of agricultural land property right system are reviewed,and the experience of four reforming modes of western mountainous area,plain farm,national farm and national area are summarized.These two parts lay the theoretical foundation and provide the reference for research.In the third part,the paper focuses on the current hot issues of agriculture,rural areas,farmers,and selects the agricultural production cost and benefit evaluation index,and constructs the cost function,income function and performance evaluation model.In the fourth and fifth part,three kinds of samples are selected from the three types of rural land contract,separation of agricultural land,non-standard land and agricultural land,and rural land reform village,spontaneous circulation village and traditional farming village.The decomposition analysis,the correlation analysis,the game analysis and the comparative analysis,from a number of angles to carry out Neijiang City in the agricultural land property rights reform-income-performance rating empirical research.In the sixth part,it puts forward countermeasures and suggestions.The following conclusions are drawn in this paper.Firstly,both “Two liters of two drop” of the cost and “Two liters two down” of the earnings of the agricultural land property right reform can exist.Secondly,there are more relations between the costs and the benefits.Thirdly,behavioral goals influence the cost investment and profit distribution deeply.Benefit game usually promote the performance of everywhere to gradually converge.Fourthly,the performance of rural land reform is better than the performance of spontaneous circulation and traditional farming.At the same time,this paper inducts the performance that can be measured,compares,predicates and puts the revelation that the reform can product more preferably performance.Puts many suggestions to cut costs,make up the short board,improve production capacity,plus leverage,promote reform and adjust interests.What's more,this paper prospects more and more current of “Boats” and “Bridges” in the reform and the future that “Two centenary” of large-scale advance the agricultural land moderate scale management and the agricultural land may embark on the road of State-owned enterprises reform. |
