The development and management of Human Resources has attracted attentions ofenterprises, and its hart is the Human Resource Planning.But, in fact, the development andmanagement of Human Resource Planning is too much attention to the recruitment、trainingand performance, and the Human Resource Planning has not received the attention as itsdeserved.On the basis of Human Resource Planning Theory, the paper analyses the ManagementStatus and the Human Resource Status of Changqing Drilling Company; And on the basis ofthe human resource demand forecasting theory, do quantitative demand forecasts of all thepersonnel of the head office by using the multivariate regression model; On the basis of thehuman resource supply forecasting theory, do quantitative supply forecasts of various types ofhuman resources by using skills checklists and personal taking model. The prediction result isthat there is imbalanced between the Supply and the Demand of Human Resources.Put forward the following recommendations: change the traditional concepts andestablish the Modern Corporate Talent Concept; do human resource planning and strengthenthe internal and external personnel planning; establish the long-acting talent mechanism ontalent complement and reserve mechanism, and pay attention to the specific implementation ofHuman Resource Planning; establish a sound implementation of Human Resources Planningand protection measures to making its guarantee both on the institutional and the relevantmeasures; use the Human Resource Planning proactively from accepting the CNPC planningpassively, and enhance the vitality of enterprises.
