During the Eleventh Five period, the Party Organization of Inner Mongolia electric power company took team construction in a prominent position, and strengthened the management, and promoted core competitiveness by taking the importance of Human Resources works. The strategy and core competence oriented training system will provide important supports to staff training of upgrading the core expertise and skills. The effect evaluation is the last link of training process, which is also the input link of next process by supplying the most vital information.Based on the analysis of the status quo at home and abroad of training effectiveness evaluation, this paper built a training program effectiveness evaluation system with AHP, and constructed the evaluation model through Fuzzy comprehensive evaluation method. In terms of the analysis of the training of the middle-level cadres program during the Eleventh Five period, we confirmed the rationality of the Evaluation Model we found, and finally provided the Inner Mongolia Power Company training and development strategies in the Twelfth Five period.
