With the development of socialism with Chinese characteristics,China’s socialist economic structure has been constantly adjusted,a large number of farmers in cities or active or passive influx into the city.In order to enhance the employment skills of farmers in cities,the central and local governments have vigorously carried out training for farmers in cities,and under the circumstances of investing a lot of financial and material resources,how to implement the specific training projects is worthy of attention.Therefore,it is of great practical significance to construct an evaluation index system for the training effect of farmers in the city,to evaluate the effectiveness of training programs,to provide feedback for training activities,and to continuously improve the quality of training.At the same time,the main body of this paper is the peasant who entered the city under the background of urbanization.From the perspective of human resource development and vocational training,it has broken through the traditional index system for comprehensive evaluation of the effect of vocational training for migrant workers.It has a certain promoting effect on the theory of vocational training for farmers who have enriched the city,and it also supplements the development of vocational training theory to a certain extent.The research content of this thesis mainly includes the following aspects: Firstly,eading a large number of related literatures,the concept and theoretical basis of the training of farmers in the city are introduced and the concepts of farmers and migrant workers in the city are distinguished.And define and sort out the classic models of training effectiveness evaluation at home and abroad and the research results on the training needs and effects of farmers in the city,so as to find the entry point of the paper.Secondly,the status of training for farmers in the city was analyzed,including the urgency,main content and existing problems of the training of farmers in the city.The characteristics and actual conditions of the training of farmers in the city were further understood,and the indicators were provided.The basis of reality.Thirdly,on the basis of the classic training effect evaluation model and the previous design results of the training effect evaluation index system,from the perspective of systemic,using the analytic hierarchy process and following the design principles of the indexsystem,the training effect of the farmers in the city was constructed.Evaluation System.Fourthly,an empirical analysis of the effect evaluation of the skills training of farmers in Shijiazhuang City is carried out.Firstly,the judgment matrix is obtained through expert consultation.The weight of each index is calculated by the analytic hierarchy process.Then the fuzzy comprehensive evaluation method is applied and the complete index system is applied.Vocational training is comprehensively evaluated.The operability of the indicator system was verified.Fifth,the results of the previous research are collated and summarized,and countermeasures and suggestions for the improvement of the vocational training of farmers in the city are proposed.Relevant policy recommendations and optimization measures are proposed.Through the research of this paper.Firstly,this paper builds an evaluation index system for the training effect of farmers in the city.The evaluation index system evaluates the three stages of training plan,implementation and results from a systematic perspective.The system framework consists of three levels.The first-level indicator layer includes three indicators:training plan.The second-level indicator layer includes training development,training supporting measures,training support,training content,training teachers,and learning effects.The actual results are 7 indicators,and the third-level indicator layer is subdivided into 24 indicators with strong operability.Secondly,the paper uses the analytic hierarchy process to clarify the weight of each indicator in the evaluation index system of the vocational training effect of the farmers in the city.According to the weight of the government,the relevant departments of the government can determine the key points in the training of farmers in the city.This provides direction for the management of farmers in the city.Third,after constructing a complete evaluation system for training effects,the paper is aimed at Shijiazhuang,Hebei Province.The city’s specific employment training program,using the comprehensive fuzzy evaluation method to actually apply the indicator system,thus verifying the operability of the indicator system.According to the results of the data calculation,the training effect is generally a "good" level,based on the three-level indicator score.The lower scores indicate the shortcomings in the training process and propose corresponding policy recommendations for improving the training.
