| With the development of urban economization and mechanization in Guangzhou, thenumber of vehicle possession is increasing. The number of vehicle possession especially thatof the car is rapidly increasing while the roads are growing slowly, which leads to theobtrusive contradiction between supply and demand of transportation, and also the urbantraffic jam which could be so serious to exacerbate the roadside pollution and cause anotherseries of problems such as the environmental deterioration, the increase of accident, thesoaring energy consumption and even the breakdown of the city function. The experience allover the world has proved that public transportation should be developed substantially inorder to ease the traffic jam. Also with the construction of national high-speed railways,intercity railways, metro, LRT and BRT, the urban public transportation is becoming diverse.Therefore, it will ease traffic jam and enhance the sustainable development of the city if webuild up an integrated public transport system which is well arranged and rationally gradedwith well-organized convergences.Government has played a significant role in the construction and management of publictransport integration. In terms of macro regulation, government should not only providecertain favorable policies to ensure law protection, but also guarantee their management andorganization. What’s more, government should try to convert its function. In all, governmentshould give full play to its functions in order to build up a favorable platform for the publictransport integration.From the angle of public management theory, on the basis of public service, thisdissertation was analyed by the government functions of all levels. Through the analysis ofproblems on government functions, it has been confirmed that the transformation andadjustment of government function is necessary. Furthermore, some measures have been putforward to guide the development of urban public transport integration and ensure the healthy. |
