The Problems In Local Government Supply Public Transport Services And Its Solutions

Public transport is the critical hub and node of National Integrated Transport Network, the subject of urban transport system, and the essential public facilities for the production and social life. With the increased level of economic development, the public transport demand increases rapidly, whereas the absence of the relevant polices leads to the highlighted contradictions in the Public transport sector. Given that the local government is the main management and supply of the public transport, this paper selects capacity of local public transport services as a research topic. The main contents of the article include five parts:Chapter one is an introduction, which introduces the research background, significance and research methods and thesis structure. It also makes an analytical study of the domestic and foreign related research.On the basis of comprehensive academic study, chapter two defines the concepts of public goods, local government, local public service and urban public transportation. Meanwhile it discusses in detail the classification of public goods and the ownership of urban public transport. In addition, it points out that the supply and management of urban public transport is an important duty of local government, from the different division of responsibilities of central and local governments in public goods.Chapter three firstly analyses the multiple effects of rapid advance of urbanization on the supply of Quasi-public goods. On this basis, it subsequently elaborates on the supply shortage of Quasi-public goods during China's urbanization process and points out the direction of good solution from the perspective of public service functions.Chapter four illustrates the current development of public transport in China, analyzes the main problems existing in public transport. It also focuses on the causes of the problem in the public transport from the perspective of the local governments, which includes insufficient local supply, poor supervision and lack of support policy caused by multiple managements.Jiading District of Shanghai as an object, Chapter five not only summarizes briefly the status of public transport and problems in Jiading District, but also introduces the measures of Jiading District Government to improve its public transport from the four aspects. They are respectively:Upholding the public interest in public transport, improving public transport services, increasing support for public transport and Optimizing operating environment of public transport.The last chapter concludes with the three paths to improve the capacity of local public transport services. The first is to strengthen the functions local public services. This requires the local government to position accurately public transport enterprises, increase investment and improve laws and regulations. The second is to strengthen the local governments'public transport management functions, including the management of the public transport fares, quality, government officials and competition mechanism. Finally, the local government needs to foster supervision capacity, not just the local government's own monitoring, but also actively encourage other supervisors to play a positive role.The innovation of this paper may be reflected in terms of content and perspective of research. From the view of the previous academic research on the local governments, they rarely set a view on the public transport service supply, which can be to some extent supplemented in this research.
