Study On The Function Orientation And Financial Support Of The Agricultural Technology Extension System In The New Period

As the main form of family management,agricultural technology extension has an irreplaceable role in Chinese agricultural modernization,it is a bridge from technology R&D to technology application and it possesses the characteristic of public goods,so it is very important to study the relation between the function of agricultural extension system and financial support to perfect agricultural extension system in new period.First,We defined the function and characters of agricultural technology extension, second, based on the empirical analysis of the agricultural technology demand conditions and functioning evaluation of agricultural technology extension of farmers’in the new period which Research data getting from having interviews with179agricultural technology extension workers and having phones with740their corresponding guiding farmers,We reoriented the functions of agricultural technology extension in the new period and applicated Logit econometric model to analyze the characteristics of agricultural technology extension workers and public financial support which are two major categories of factors that influenced the function of agricultural technology extension system.Finally,We put forward the expenditure direction of public financial support for agricultural extension system.The main conclusions of this study:(1)the current conditions of operation and financial support of agricultural technology extension system,The function of instructing farmers’production and improving scientific and technological quality of farmers’of current agricultural technology extension system is poor. Agricultural technology extension system is lack of financial support,short of funds, backward of infrastructure construction and low income treatment of agricultural technology extension wokers’.(2)the focus of function orientation of agricultural extension system is the function of education. through education, the scientific and cultural qualities of farmers’ will be improved, and it is help to improve the conversion rate of Chinese science and technology, to improve the production technology level and production efficiency of farmers’.(3) public financial suppor,such as institutional organization characteristics,career establishment,income satisfaction,salary evaluation and subsidies to the countryside guiding of agricultural technology extension workers’have a positive impact to the functioning of agricultural technology extension system.(4) Personal characteristics of agricultural technology extension workers’, such as educational background,professional post,working years, professional association, also have a positive impact to the functioning of agricultural technology extension system.Based on the above analysis,four recommendations on improving financial support for agricultural technology extension system are as follows: first,to increase financial investment in the agricultural extension system;second, to improve the human resources management mechanism of agricultural extension system;third,to strengthen the education and training of farmers’and to improve the comprehensive quality of farmers;forth,to perfect agricultural extension staff salary assessment mechanism.
