Research On Rural Land Transfer Dispute Of Kuancheng Region, Changchun

Land question is one of the nuclear of agriculture, rural, and peasant problem, and also is the foundation of rural stable and development. The farmland transference problem is deeply deepen of country land reform, The farmland transference means that land can be given to the people who want land mostly, To goad to action that the farmer whose land marginal utility least to whose land marginal utility most, have a rise in land operate scale benefit, and is also means that people who change to non-agriculture employment is out of land tie, and move to city, rural land flowing and changing is one of the important method to improve rural economy reform and make rural economy alive. However, because of the defect of land flowing and changing, and the operation of land flowing and changing is not norm, land flowing and changing dispute is often take place, which is harm for the benefit of farmers, and is also harm for the development of rural economy。This paper takes Kuancheng area Changchun city as an example, tries to find out the reason to the dispute in rural farmland transferences, by studying the main type of farmland transference, and put forward some proposal to solve the dispute of rural farmland transference in Kuancheng area Changchun city. This paper is divided into five chapters, the chief research contents and main results are as follows:The first chapter covers the introduction, it gives an overview and analysis of operational characteristics of the rural farmland transference, theoretical basis and literature review. It introduces the significance, contents, methodology and technical route, defines some technical terms and research scope, and reviews the existing literature. It sets up a foundation for the whole dissertation.The second chapter generalizes the evolution and status quo of the development of rural farmland transference in Kuancheng area Changchun city, after explaining the basic condition of farmland transference in Kuancheng area, summarize the characteristic of farmland transference, and analysis the dispute of farmland transference in Kuancheng area.The third chapter analysis the main type and basic classic documentation of the dispute in farmland transference, including the dispute caused by signing an abnormal agreement, reserve flexible land advanced, the dispute of the right of farmland management, and the right of women social safeguard。The forth chapter explained the reason to the dispute of farmland transference in Kuancheng area Changchun city, from law, operation, and benefit farming policy。The fifth chapter put out some suggestion to take precautions and solve the dispute of farmland transference。...
