It is necessary for the country to implement green package, soas to achieve the purposes of low carbon, environmental protection andsustainable development. Nowadays, the domestic and foreign scholarscarry out researches in the aspects of the design of green package, theconstruction of green package system and the selection of green packagematerials. However, there are few corporate to implement green package.Being the microscopic main body of economic operation, the enterprise ismain force to implement green package. So it is necessary to focus on theenterprise and study the green package.The reason for few enterprise implement green package islacking of the suitable incentive mechanism. Government behavior, pricemechanism, relation of supply and demand, market competition and corp-orate social responsibility are the major factors for the enterprise establishincentive mechanism of green package. On the base of theoretical anal-ysis and actual result by testing, this paper makes assumptions about therelationship between incentive elements and green package behavior ofenterprises, establishes definitions of the element and the measure indexby repeated refining and pretest, the investigation questionnaire is madeto carry out empirical research on the government and the businessesstrategies decision making department. The data is got from the surveys, and spssv19.0software are used for data analysis, then pearson correla-tions were used to determine the strength of relationship between thefactors. The regression analysis way is used to analyze the interrelationbetween the elements and determine the quantitative laws. This paperproposes many specifies strategies for the enterprise implement greenpackage. The government should strengthen legal supervision andimprove the fiscal and taxation policies; stimulating the initiatives forenterprise to implement green packaging strategy; rational use ofresources to determine prices to construct a reasonable price system;guiding the green consumption and enhancing green packaging needsactively; so as to establish competitive green packaging strategy,enterprises implement large-scale operation; building corporate societyresponsibility driving mechanism and creating market competitionenvironment.
