The Research On Risk Early Warning Evaluation System Of Enterprise Transnational Procurement

With the economic globalization,the pattern change and the structure adjustment of the international industrial division, and the development of network technology,management technology and logistics technology, transnational procurement has been an important way for enterprises to obtain international resources, reduce cost and enhance competitiveness. However, as the uncertainty of international market and the complexity of procurement process, there is so great risk in the transnational pro-curement that the research of transnational procurement risk is an unavoidable serious theoretical and actual issue in both academic and business circles.On the basis of deeply researching on the characteristics ,causes and influencing factors of transnational procurement risk, the paper will work out an applicable early-warning index system and evaluation method of the enterprise transnational procurement risk, theoretically and empirically.First of all, this paper illustrates the definition, characteristics and causes of enterprise transnational procurement risk, and analyzes the operational mechanism, basic function, and evaluation method of early-warning system of transnational procurement risk. On the basis of above study, the author constructs the evaluation index system of the transnational procurement risk.Then, the author introduces the principle of multi-layer fuzzy comprehensive as-sessment. From the point of view of combining qualitative and quantitative,quantifying the transnational procurement risk and applying the multilevel fuzzy in-tegrative evaluation method is an reform to traditional research.At last, there is an empirical study to the transnational procurement business of Changsha, Zoomlion Heavy Industry Science & Technology Development Co., Ltd. Through questionnaire survey and document inquiry, combining the above index system and Multi-layer Fuzzy Comprehensive Assessment, the author has obtained the evaluation result of its transnational procurement risk and confirmed the rationality as well as the validity of the index system.
