Research On Transformation Of Agricultural Sci-tech Achievements In Heilongjiang Province

With the development of economy, it has been further confirmed to the right thesisthat science technology was the primary productive forces. But it plays an importantrole in using science technology to production. As Statistics showed it was verydifference that China’s agricultural scientific technological achievements practicalapplication to proportion of only30%to40%, compared with developed countries, theaverage of70%to80%. So improving conversion of agricultural scientifictechnological achievements was necessary factor to promote the development of China’sagricultural. Heilongjiang Province as the main item in this paper, systematically andobjectively analysis the present situation and problems about agricultural scientifictechnological achievements. In the view of overall and development, under the effortand support of government, the foundation of conversion of agricultural scientifictechnological achievements had already emerged, and which had already appeared theeffect and benefit to promote and develop the level of agricultural development andadvantage characteristic industry. At the same time, there were some problems duringthe process of conversion of agricultural scientific technological achievements. Mainabout six areas:1. Imbalance between dislocation supplies and needs in agriculturalscientific technological achievements seriously.2. Lack of funds of conversion ofagricultural scientific technological achievements.3. The market of agriculturaltechnology imperfect development and the model of conversion of agricultural scientifictechnological achievements singleness.4. Agricultural research project management notstandardized and the outcomes evaluation mechanism was imperfect.5. High risk of theconversion of agricultural scientific technological achievements.6. Not obvious effectbecause of related implementation of the policy was not in place.To solve these problems, this paper proposed several methods of correspondingcountermeasures and policy recommendations as follow:1. Establishing to apply the value of scientific research asthe main evaluation criteria as soon as possible.3. Strengthening the government’sleading role in the conversion of agricultural scientific technological achievements.4.Establishing and improving the funds of conversion of agricultural scientifictechnological achievements.5. Building suitable mode of agricultural sciencetechnology achievements for achievements types of features.6. Completing thepromotion and conversion of agricultural scientific technological achievements.7.Strengthening market ideas and of agricultural science technology.8. Building thetransferring mechanisms of the conversion risk of agricultural scientific andtechnological achievements.In the guide of economics, system economics and management, it has been furtherresearched the conversion of Heilongjiang province agricultural scientific andtechnological achievements and industrialization status in this paper. At the same time,in the base of the successful experience in domestic and international agriculturalscientific and technological achievements transformation and industrialization mode,built the conversion of agricultural scientific and technological achievements andindustrialization mode, identified and estimated the risk, proposed appropriate riskmanagement tools and workable policy recommendations.
