The State Council promulgated the document named "The Guidance of Launching theNew Type Rural Social Endowment Insurance" in2009, which defines the content andobjective of the China’s new type rural social endowment insurance system. On the base offully learning and argument, Gonling county of Xi’an city of Shan’xi province hadpromulgated“Provisional Measures of the New Type Rural Social Endowment Insurance”and “Detailed Rules of the New Type Rural Social Endowment Insurance” combining withactual in2009, initially establishing a system covered rural residents, urban residents andlandless peasants, which is called three-in-one with the new social endowment insurance.It has realizedg full coverage of social endowment insurance. On the background ofexisting systems and policies, we carried an investigation on the implementation of thenew social endowment insurance in Gaoling country.The paper takes rural residents of Gaoling country as the research object and is basedon the existing research. The paper defines some related concepts of the new socialendowment insurance, combing related theory of the endowment insurance; We summarizebasic conditions of the new social endowment insurance in Gaoling country from theperspective of the history and current; We carried an investigation on the implementationof the new social endowment insurance in Gaoling country, summaring the survey data anddoing a more in-depth statistical analysis. We then get a summary and description on thestatus of implementation of the new social endowment insurance in Gaoling country. Wenext analyze the existing problems and analyzes the reasons from all-round the multipleperspectives. At last, the paper puts forward some suggestions on the the new socialendowment insurance in Gaoling country combing the statue and problems.The results show that the new social endowment insurance in Gaoling country keepshigh participating insurance rate and treatment releasing rate, and rural residents show highsatisfaction, giving positive assessments of implementation of the policy. That’s to say, thenew social endowment insurance has becomes the first choice for residents on the way ofendowment. The expection of the average payment level is157.37yuan per year, and theaverage pension level is262.58yuan per year. They also hope that government subsidiesand payment policies can be further optimized in the future. There are also some problems:Lower participating rate of young rural residents, smaller number of urban residents; Low level of pensions. The understandings of the part of policy are not high in rural residentsand some discontent of some rural residents over administrative enforcement Grassrootshandling ability is insufficient and information technology is lagging behind. As a result,we should take some improvement of new social endowment insurance from the followingaspects: First is to implement difference subsidies for payment, encouraging residents tochoose a higher pay grade; Second is to form adjustment mechanism to establish thepension level, protecting the basic livelihood of the elderly better; Third is to increasepublicity of the policy, enhancing public awareness of the level of policy; Fourth is tocancell the Binding policy, enhancing the fairness of the policy; Fifth is to improveagencies services in the township and village, increasing the handling capacity ofgrassroots; Sixth it to accelerate the process of information technology building and build anew network information management system; Seventh is to widen the channels for thehandling of funds, ensuring the work of new social endowment insurance keepingsmoothly.
