New Type Of Rural Social Endowment Insurance Fund-raising Mode

It is pointed out by the seventeenth Party Congress that social security is the significant guarantee of the safety and stability of the society. It also needs to speed up the establishment of social security system covering urban and rural areas, and ensure the people basic life. With the advent of an aging society and weakening of the traditional family protection, as well as the execution of family planning policy, including the less attractive of rural social endowment insurance system, the problem with surviving of old peasantry will become very urgent. The pension issue is very important one which is involved in social stability, rural reform intensifying, the "three rural" problem solving and well-off society realization. At the end of 2008, the population of China reached 1.328 billion, with 721 million of the rural people which accounts for 54.30% of the total. The number of people covered by rural social endowment insurance system was about 55.59 million, which accounts for 11.76%. However, only 5.12 million people had already received pensions. Therefore, in establishment of the "harmonious society" and the "new socialist countryside", it is important to build a new type of rural social endowment insurance in order to solve the problem of pension for most farmers and accelerate the harmoniousness of the society.Since the endowment insurance is a kind of insurance, which covers a long span of time, the large scale balance, the huge number of people insured, and the great social influence, it is always the focus of the government and the social community. Because there are too many factors affecting the balance, which are constantly changing, it needs to take the reasonable estimation of burden proportion for every fund-raising party, and make sure it reaches the required level of old-age security. Fund-raising is the key aspect and the first step of the rural social endowment insurance, and it is also material foundation and prerequisite for business of the rural social endowment insurance.In this paper, it defines the concept of the new kind of peasantry insurance system, and then analyzes this new kind of peasantry insurance practice through analyzing and discussing its pilot; it finds the problem of fund-raising at the current stage of that the new peasantry insurance. It also analyzes the availability and suitability of the new kind of peasantry insurance system in our country based on these three fund raising pattern, including the world's existing pay-as-system (social pooling), fully funded system (accumulation of individual accounts), and partially funded system (social pooling+personal accounts). And through the analysis of capability of the fund-raising of new kind of peasantry insurance system and its estimation of burden proportion, it finds the mending strategy for fund-raising pattern construction of the new kind of peasantry insurance in our country...
