A New Type Of Rural Social Endowment Insurance Problems And Countermeasures

Establishing the new rural social endowment insurance system is an important policy which thoroughly implements the scientific concept of development, accelerates the construction of the social security system covering urban and rural areas and also a major measure to expand domestic demand, change dual structure in urban and rural economy, and make sure that elderly people will be properly cared for. In the year of 2009, China has piloted the new rural social pension insurance for nearly six years, which has progressed rapidly and achieved remarkable results in the place which is the new rural social endowment insurance system pilot. Now, the elderly in the vast rural areas could enjoy the benefits bringing by the new rural social endowment insurance system. However, there are some problems in the process of new system of rural social old-age insurance pilot. Whether the insurance system itself, or in the process of policy execution, which all have problems need to improve. Based on this, Taking Longkou city in Shandong province as an example,through field survey and in-depth analysis pilot work in Longkou city and to sum up experience and problems, expect to put forward counter measures and suggestions on the development of rural endowment insurance in our country.This paper takes the theory of state and the government function, the social security theory of fairness and efficiency theory, the theory of public goods and the theory of Maslow’s hierarchy of needs as the guidance. It adopts methods of the literature analysis and empirical research, typical investigation and logical reasoning, analysis and quantitative research combined. The author analysises the current situation. the existing problems, and the influencing factors construction of new rural social endowment insurance system, taking the pilot work of the new rural social endowment insurance in Longkou city as example, and puts forward the corresponding policy recommendations. Conclusions of the study are as follows:(1) The pilot work of new rural social pension insurance in Longkou city operates smoothly, and has achieved remarkable results in all aspects: three-class social security network has been built, the service level increased significantly, channels of fund-raising widened, fund accumulation increased significantly, pension insurance treatment increased,and the enthusiasm increased significantly.(2) Because of the factors of economic, management, concept, the new rural social pension insurance in Longkou city emerges some questions, such as the imperfect related laws and regulations, the poorly-designed system, and the poorly implemented policy, the rateof insurance is low, the accumulation fund is short and pension treatment is low, which reducing the farmers’ trust in the new rural social pension insurance and the insured enthusiasm.(3) On the basis of analyzing the problems of the new system of social rural endowment insurance in Longkou city, put forward the following policy suggestions: strengthen and implement the government responsibility, properly handle the relationship between the new system of social rural endowment insurance and other social security mode, dispose of convergence problem of the new system of social rural endowment insurance and the old system of social rural endowment insurance, clearly the supply of funds of the new system of social rural endowment insurance, establish the diversified financing mechanism of the new system of social rural endowment insurance, increase the value of capital and the ability of resisting risks of the new system of social rural endowment insurance, speed up the process of legal system of the new system of social rural endowment insurance, Improve the own strength of the farmers who take part in the new system of social rural endowment insurance.
