Under the stress of real estate industry crisis, performance management, as an effective way to gain core competence of the enterprise, is promoted to a strategic level. Building a scientific and reasonable performance management system to achieve the strategic goal is significant for the enterprise’s survival and development.This paper takes property company F as the study objective. After studying, interviewing and analyzing the information of the company to a sufficient extent, we first demonstrate the core value of performance management, including the definition of its essence, the discussion about the necessity of introducing it, and the proposition of perfect performance management criteria. Then we diagnose the current situation of the company’s performance management from four cycle links:objective setting, performance coaching, appraisal feedback, and rewards and punishments acceptance. By analyzing the underlying cause of the company’s problems, we give out our solutions.At the same time we also try to build the company’s performance management system, which contains three import points:first, the design of performance management support system, focusing on the reconstruction of enterprise culture, optimization of position system, and promotion as well as support from senior managers. Second, the design of performance management project, including overall strategies of performance management design, specific scheme of classified assessment and the application of assess result. Third, the design of performance management implementation processes through the design from all aspects to confirm the close correlation of the links of performance management dynamic cycle and complete implementation. At last, we draw a specific map to implement and promote performance management project. During the stage of promoting implementation, the company should establish performance management organization and positively promote performance idea as to successfully introduce early project. And at the stage of implementation the company should manage the main point. In order to continuously improve effectiveness of performance management, the company need to apply proper way in proper time to optimize and perfect project performance.Through a series of research and demonstration, this article aims to help the Company F to build a scientific and reasonable performance management system and improve the company performance and core competition ability, as an impetus for the improvement of management ability as well as a strong support of long-term development.
