State-owned enterprises became the main force of China’s economic development,and it’s development and the people’s livelihood is closely linked directly. Facing thepolicy that our country supports the development of foreign capital enterprises and privateenterprises, it if more important to make mure the steady and healthy development ofstate-owned enterprises and attract, keep and encourage talents that enterprises require. Itis an important link of China’s state-owned enterprises’ HRM that how state-ownedenterprises build, combining their own characteristics and needs, to reform salary welfaresystem, and then to make sure the healthy development and develop the human resourcespotential to the hilt.Through diagnosing the current salary welfare system’s situation of B company inChina Construction Third Engineering Bureau Co. Ltd, both internal and externalinvestigation, and bringing the market price analysis method, clearing the necessity anddirection of the reform, exploiting domestic and overseas conceptions and principles, thispaper finds the problems, such as, internal salary is unfair, total salary management is notreasonable, performance assess is not perfect and so on, then determines the basic thoughtof the salary reengineering. What’s more, making using of the payment design’s theory andprinciple at home and abroad, this paper comes up with few feasibility programs to theencouraging function of compensation system, such as building elasticity welfare system,building effective safeguard system, designing stock right encouragement managementmodel, carrying out encouragement and restrain, diaphaneity the salary policy and so on.The aim of all the programs is to make the present compensation system draw close tomodem direction, and develop the compensation’s motivation role fully. Finally, aiming atcompany B, coming up with the effecting, influence factor, and the improvementdirection.
