Quanzhou industry clusters has formed the specialized production system with thecore of local enterprises during the thirties years’ development. However, Quanzhoustill don’t create superiority to plunge into globalization producing system. QuanzhouICs can’t accept creative diffusion from outside and always conduce creative inertiaand technology locking. This paper expresses that cluster creative network is thedriving force which spurs ICs from growing-up phrase to maturity phrase. Clusterupgrading needs to highly attach importance to cultivate cluster creative network, andbuilds great amount of supportive systems accompanying with the connection ofplumb and plane. This paper summarizes the Quanzhou CIs upgrading problemsbased on the analysis of Quanzhou ICs distribution and features.
